I think it would be great if players have access to (a bit nerfed ofcourse,though still very powerfull) versions of CONCORD, Angels and other NPC ships.

This then only when you have an extremely good relation with them for a very long time. Only accessible by agents.

Also these ships would all need special skills which then are only given on a personal basis from the agent and the the player can only get a new ship if the old one is destroyed.

This would then allow layers to become true CONCORD licensed pirate hunters, or true Angel-allied pirates. Ofcourse the CONCORD vessels could then only be used for piratehunting (perhaps even player pirate hunting through NPC agents, triggered by the extrmely low sec. status of the pirate player). Ofcourse the NPC will seriously try to kill you when you take the ship and join the other side, mabe even resulting in confiscation of CONCORD property when docking in occupied space, to make sure they don't start griefing in uberships.

Also flying an Angel-ship would then mean being completely banned out of 0.3 systems and higher because of extremely ferocious behaviour of all NPC officials and imperial navy to kill you.

I like the idea of flying NPC ships. I really like the one that Police Officers fly. However, I disagree with your suggestion to make you fair game for police just because you are flying an ArchAngels ship. That sort of action should be dependent on your Security Status, not what ship you are flying.

You can get a Machariel and fly it in 1.0 right now. If you want to role play, then do it, but there's no reason for Concord rules about ship models.

If the USA and Germany went to war, you wouldn't be shot on sight just for driving a Ford on the Autobahn or a BMW on Route 66.

Err, have you looked at the stats on a Concord vessel?

Everyone would just spec concord, get the pwn mobiles and then murderize everything in the vicinity. (Or sell them to Alliances for Uberprofit)
