Implants across the board dropped significantly with the introduction of the LP store. Since then, +4 cha has been seriously undervalued as a result of oversupply and low demand, as folks just don't have any respect for cha and won't pay double the cost of a +3 for that 1 extra point.
The market for attribute implants has (in my estimation) dropped as far as it EVER will. They already represent a very poor LP/ISK ratio for mission runners looking to cash in, and with the introduction of more faction loot in the LP stores, I can only see attribute implant supply going down from here.

While true, if you were observing this particular market both before and after the LP store was introduced, I'm sure you realize that the supply of implants from storyline missions pales in comparison to the supply from LP store purchases.
I'm not saying that the market for attribute implants will go up. I'm saying it's about at rock bottom, and won't go lower. For it to go lower, people would have to buy implants from the LP store with ISK and LP (throwing away their LP entirely), then sell the implants on the market at the same price they just paid to acquire it. I don't believe people are that dumb.
Supply from storylines just isnt enough to crash this market any further.

Bots or just mindless marketeers at the wheel, I don't know. I have seen what you're talking about though. I drove one of them to within 100k of the highest buy (at some risk to my own stock) when I first suspected it. I bought his entire inventory, raised my prices back up to where the rest of the pack was probably rolling their eyes at both of us, and profited 15m per unit on what I'd purchased from the bot (or r'tard), whichever the case may be.
I don't deal in +5s anymore, because I like to see my orders on top for at least 30 seconds before I'm undercut.
