I don't know if this is quite the right forum for this question. I apologize if it is not. If pirates come into a 0.9 system and start attacking people outside of a station do the authorities that be show up and actually do something? I know that nowhere is really "safe" in this game but it seems like it would be harder for pirates to do this kind of thing with no retaliation in a 0.9 sec system. So how does this work? Any insight is appreciated.

Assuming the attacker is not at war with you or have Killrights towards you any aggression towards someone else will get them blown up fast by CONCORD. The higher the security status a system is the faster CONCORD shows. Potentially in some lower level high security systems they time lag may still be enough for them to blow you up. No matter what though they will be blown up in turn by CONCORD (it is an exploit to evade CONCORD retribution).

Nope. Even if you did there is always more than enough CONCORD to kill you and more will come. They are quite overwhelming and as I said it is an exploit to evade CONCORD so even if you managed to somehow fight them off more would come and kill you.
But really, they kill you so fast I cannot see killing them. IIRC way back when some few managed to blow up a CONCORD ship but I doubt today. They provide no bounty and no loot anyway. Just a flashy way to see your ship explode really.

No. Attacking someone in high-sec (who you aren't at war with, can flagged, in the same non-npc corp, killrights, etc...) and not losing your ship to CONCORD is deemed an exploit, so even if they could manage to do it they'd just end up banned.

I'd like to see the evidence to back up the claim that attacking someone in high-sec is an exploit. Forums are out of the question, since people cannot be expected to read it. Only F.A.Q and Play Guide.
There are two related guidelines I could find:
* "New characters enter the EVE world in high security areas of space, heavily guarded by police ships and sentry guns." and * "Don't rely on Sentry Guns to keep you a 100% safe. Especially not when traveling in unsecured space. There are several tactical ways to avoid sentry gun fire, which are NOT considered to be an exploit."
Can someone please point me a section in Play Guide or FAQ where it's said that avoiding Concord is an exploit? Maybe I'm blind?

Exploits are not listen in the F.A.Q. and Player Guide. You wont find them there.
It has been stated by GM's many times that evading CONCORD after engaging in hostilities in high security space IS an exploit, and as such can result in punishment.
If you really want to see if it is an exploit, file a petition and ask the GM's

what if you gank someone and eject from your ship before CONCORD appears?

Take away the flying around part and you make EVE into a space themed spreadsheet application. |

If you go to a station and undock with another ship while the aggro timer is still running, the station sentry guns will take you out.

I think what he was suggesting is if you have ships floating in space abandoned (because you ejected while in space) then if you anger CONCORD they will find all those ships (because they are tagged to you still) and pop them.
