I'm brand new to the game and was wondering what a good route to solo PvP/pirating would be.
I'm gonna be in college so I won't have much time to spend online, so I want a solo possibility. I have no idea if cloaking ships would be suited to this, but they seemed kinda cool, so I was wondering if they were any good for setting up solo traps, etc.
I'm also wondering what the best race/background/etc combo would be for this setup - I'm assuming that people usually come out of stealth with max firepower to kill before the target can react. Is that accurate?

The decloak sensor re-aligning time is so long it's really not a viable option.... plus the cloak takes a highslot. I'd say just tank something (seems gallente are the best pirate race, but to each his own... I say minmitar )

Probably a pilgrim, still, even after the nerf it got. So go towards amarr.

I would personally recommend Minmattar for speedy pew-pew action, or Gallente for massive tanks capable of taking massive amounts of damage

Vagabond is a good option, you might not kill anything but if you don't mess up it will be very hard for them to kill you...

So what I've got so far is skip the cloak, go Minmitar for solo action?

the only vice about minmitar is you'll need 2x the sp to be as good as a pilot of another race... minny ships are very varied in abilities (kinda what makes them so freaking awesome). GL and YARRRRRRR!!!!

If you want to go cloak and solo, Pilgrim is likely one of your better options.
It does have some heavy drawbacks... such as lost drones = lost damage. 3 or 4 good quality energy neuts & a cap injector will replace the useless NOS. The Pilgrim does not get a range bonus to its neuts, so you'll be dangerously close to your enemy, which can spell swift death if you choose poorly who to attack.
You can also try using a Falcon, which can jam your target to uselessness but not be able to kill very much larger than haulers and the occasional frig/cruiser. Rapier & Arazu are much the same... one can slow a target to a crawl, but needs to be close for tackle. The other can keep them from warping, but not keep them from getting back to the gate/station or just simply outrunning the long-range scram.
If you want solo without cloak, there are many many ships more than capable of the task... but your brain is the greatest weapon you have. Use it well, and the ship you're flying is secondary.

At the risk of starting a massive flame war, solo PVP isnt what it used to be.  I only point this out so that you know upfront, and dont get discouraged if you have trouble finding other solo pvpers to go at it with. That said, particularly if youre wanting to do it with a cloaker, use a Pilgrim. Of the 4 cloak recons, its the only one that does really good damage. Second choice would be rapier maybe, cause its minmatar and minnie have some decent T1 pvp BC/BS if you get bored with the recon.

After the nos nerf pilgrim isnt that hot anymore. The powergrid increase and the dev blog speak for itself. However 100pg isnt going to change a whole lot.
I hope with the pg decrease on neuts and 2 pg rigs plus the extra 100 one can fit a 1600mm, med repper and injector but no idea if it actually will fit. Cap will be more limited so a dualrep won't be very viable anymore imo. A big plate is the best i can think of in this situation. It also takes any possibilty to use the rigs for neut cap usage reduction. 
damp + ecm burst pilgrim is also gone imo because you'd need another midslot for the injector.
I think the new king of solo recons is the rapier. Closely followed by the arazu. However i have never flown one of them.

Gallente currently, but keep in mind that by the time you are fully skilled up for solo (which may take a year, get a nice corp and do tackling/ew with them in gangs to get the hang of things) things might have totally been rebalanced. So just pick a race which you like. Close range+drones gallente, speed minmatar, laserpewpew and short range missles amarr, missles and long range sniper boats caldari.

Yeah minnies are good, just spend few years training them and you can solo pvp,... sometimes.
edit: shorter way is gallente.

Put cloak on it.
Sit in random bleah-alliance system cloaked.
