One problem with combat missions is that they are pretty predictable. The rats are always stupid, and seldom surprise an experienced mission runner with new tactics or behavior. CCP's favored method of making missions more difficult has always been to either increase the number of rats that aggro at once (thus making lag a mission difficulty factor), or to make the rats hit harder, and harder to kill. It would be nice if CCP spent some more time on devising ways to make mission rats smarter...and I hope they're working on that.
In the interim, I'd like to make a suggestion that I believe will make missions more fun and challenging for everyone: let's create human rats.
Under my proposed system, players could choose to become mission rats by "volunteering" to an appropriate agent. They would then be placed in the next available mission (precautions would have to be taken so that this isn't too predictable--this system should not be usable to harrass particular players). The volunteer would be placed in a "rat" ship of the appropriate type and fitting for the mission's level of difficulty. It should be obvious how the possibility of a human pilot in the rat swarm would make missions more interesting. This would keep mission runners on their toes, and would give those who just have to gank someone a chance to fulfill their dearest wish. Also, mission runners would get some much-needed PvP experience, but with strict limitations on the type of equipment available to the "rat".
I'm thinking that there probably shouldn't be any reward for being a victorious "rat"--no loot or faction change. (No penalty either, if the rat turns out to be the gankee instead of the ganker.) I figure there's plenty of people who would get sufficient satisfaction just out of the possibility of pking someone to motivate an adequate number of volunteers. Maybe "human rats" would be given a rating that increases each time they kill a mission runner; higher ratings would mean that the "rat" would be restricted to higher level missions.

Check out the number of missions being farmed at every given moment and the number of griefers wishing to become a worthless rat for a few seconds before being blown up by the carebear. If the rat players will be given regular mission rat ships, there is not much to do for them other than running away... I don't think 1 in 1000 rats being the player is much underestimated.
As it's going to be that rare thing, I don't think it is worth implementing.

Think you should make threads like this in "Features and Ideas Discussion". The idea is interesting, but it would require great dedication from the volunteers. You see, a true griefer would probably fit scramble/damp/nos and let you die by the hands of the spawn, ofc also letting his drones and his guns help a bit.   With dedicated people it could be interesting, ganker griefer guy next door however would ruin the whole stuff. I think what you wish for is a kind of solo play where you are in the middle, the attraction. Actually you could play with RP guys to help you out with this. Drawback is that he would also be attacked by the spawn

I think its a great idea, but would take some doing to implement. Also, the NPC ships would have to be beefed up somewhat so the volunteers would have a chance. You could set it up like Guild Wars, where you go into a queue and wait to be called as a volunteer for a specific mission. Volunteers would be paid in isk upon their demise, and if they win, they'd be paid a bonus.

I like the idea but I think it would be terribly hard to implement, and it seems to fly contrary to EVEs established "death penalty" by providing you with a way to pvp WoW style (no risk of real loss, at least for you).

what they could do to make things interesting is to have some ships that are smart enough to warp away then return 20 seconds later.
