Does anyone ever use them?
Dampening effect: Reduces targets targetting range by 35%. Optimal range: 20Km
Since most cruisers can target well over 60K with long range targetting skills, this mod is pretty useless IMO. A BC and BS can target well over that range. Reduce their range by 1/3 makes it 40K+ but you have to be within 20K for it to work effectively To make it worthwhile, you would have to use 3 or more of them.

Damps are the forgotton ew mod.. You'd think CCP would introduce some shills that give them bonuses to effectiveness/duration and seed a cheap t1 tackling frig with a damp bonus not to mention some t2 role based ships to boot..

I re-read my post and still failed to figure out how you came by this information. Psychic maybe? If that is the case, maybe you should train your psychic skills a bit longer, lvl1 doesn't give you enough of a bonus for the chance of a correct result.
The OP is my own personal observation about sensor damps after looking at several different mods. If it comes to it, ECM burst should have longer range too, only Gallente and Minmatar actually benefit from them being close range fighters. Amarr and Caldari fight at extreme ranges.

Also, nerf Painters while you're at it. They are far too effective at countering Damps. 5% per level, but when you combine that with phased muons, and the skill that does 5% bonus per level you can really knock them down a notch. ___________
