caracals suck ive beatin a 2 year old player in a tristan never fly caldari enless ur getting the rokh ya but if u must get the moa or bb since it uses hybrids and bb jams but if ur new go gallente or minmitar thorax is great ship for pvp

Or, because I'm not a totally unconstructive troll:
5x heavy missiles launchers
10mn MWD, warp disruptor, 2x RSD, 1x sensor booster
2x BCS.
2x EC-300
Named where you can - first or second tier nameds are often cheaper than T1 anyway.
If you have fittings problems (that'll go on fine with max skills) then swap out the lowslots for fittings mods.
However, you're going to be light on damage, and actually quite slow.

Or train some more skills and go:
5x heavies
10mn mwd, 20k scram, web, 2x t2 damps
2x bcs/cap relays
2x t2 hobgobs
Train up some damp skills and hope you don't meet anyone with a lockrange over 80k that's slower than you, or someone with a lockrange of over 50k that's faster than you. (With some decent skills you damp to about 20%)
In the end, it works alot better in a Celestis. You can fairly safely solo against BC's in one (Though might have problems breaking their tank...).

If you want to pvp at all (well, effectively) train gallente. Caldari is the end all writhing pile of suck.

I am still convinced after the ECM nerf, that the Caracal is still an okay ship to fly... albeit paper thin.
I would make sure to go out in a gang, or don't pick on anything that you can't shoot further than.
I would:
Highs: 5x named Heavy Launchers (I like limos, not expensive and not half bad, either).
Meds: 3x Sensor Damps, 1x MWD (or SBII, or another damp), 1x scram.
Lows: 2x BCSII
Drones: I would do ECM, myself. If they can't shoot you, you don't need to worry about being paper thin.
Total cost? Probably like 13M, including fittings. = D

You forgot the solo bit. Unless of course you are telling me that ecm ships, snipers and ceptors are crap for pvp... Also gallente ships die horribley to good minmatar pilots.
Ontopic -> caracals are easy :) Heavy launchers, mwd, point, 3 * ewar of the month, 2 * dmg mods. (or fitting mods/speed mods if cpu or pg gets tight)
