Ok, so I'm doing some COSMOS missions now. Pretty cool, nice little change. One thing I love are these neat little BPCs I keep getting. They're the Storyline variations of many modules. They typically have the same bonuses as their Tech 2 variant, but lower fitting requirements.
So if these are so cool, where in the heck are they? Why are they not flying around?
After some investigation, I've come across a number of possible reasons to this.
First off, many of them cannot be found on the Contracts system. Since they are also not on the Market system, it makes things a bit difficult when it comes to selling these modules. This needs to be fixed in order to move the product.
Secondly, many of the BPCs have pretty high build requirements. In many cases, it just simply isn't worth it to build the modules.
The third reason combines with the second reason. And that is the current state of the Tech 2 market. With the introduction of Invention, the grip of the few players with the high end BPOs has been released, and the Tech 2 prices have fallen to where they should be. I still can't believe my eyes when I see Hulks for a flippin 110 million isk and Cerebus for 80 million. With the Tech 2 variant of a module being so cheap now, and the cost of building some of the Storyline modules, theres really no way to make a profit. (Someone will have to verify this, because I am neither a marketer or an industrialist).
So! What to do? We have a lot of lovely modules with good bonuses and low fitting requirements that some poor sap at CCP spent many hours coding, and they are not going to use! And whats worse is that many of them have cool names!
Now the idea part! We need to have Storyline "Kits". These kits would be as simple as say 6 Storyline Siege launchers, a Storyline BCU, and maybe a Storyline Shield booster. There would be a number of different alternatives, that way someone could put a passive tank on something, or an active tank. Keep in mind these are just examples.
The point is, is that once you've fulfilled all of the requirements of the Storyline Kit, and you have the required skills (which should probably be the same as Tech 2) then the modules would give you a bonus. So, if you've fit an active shield tank kit on your Raven, then you'd get another 4% to shield resist. The idea is nearly the same as that of Faction implants. There could also be an equivalent versions of Low Grade and High Grade.
These bonuses would also of course have to be pretty minute, nothing more than 4% or less. Maybe with Low Grade kits being 2% and High Grades being 4%.
What would this accomplish? Well, it would bring the modules that are completely ignored back into the game. It would revitalize COSMOS mission running (not like it really needs to be). It would provide yet another alternative to Tech 2, increasing competition in the market and strengthen the economy of the game. It would also award me 1 trillion isk and make me Eternal Ruler of the Game. And make me the Emperor.

Huh? I'm sorry, I've never played WoW (I know, I think I may be the only person in the world that hasn't) so I don't know how this idea would be seen in relation to something in that game. I'm just suggesting we do something with a ton of items that aren't be used.

Implant sets can be applied to EVE because every head has the exact same 10 slots for implants. The variety of slot layouts on ships makes set-bonuses for modules wildly impractical.
Storyline modules could use some love, but set-bonuses aren't the way to go.

Selling them on contracts is no fun.. people can't find them unless they search for "cosmos" then all the cosmos items show up.
I think their stats should be boosted a tiny amount to make them more in demand.

I like this idea. This is strage tech unlike the stuff most pilots use. I don't see why the tech wouldn't work better when paired with other peices made to go with it instead of hobbled together with inferior gear.
BCU's that gain an extra 10% or 20% bonus to their effects if you have 3 or more cosmos launchers?
Sheild boost amps that amp a little more if they are amping a cosmos booster instead of a standard one. etc etc. ______________________________________
