What are ways that a combat pilot can make money in O.O sec with out mining or pvping? are there lo level agents that can be used?

Belt ratting is one way and yes, there are high level agents out in 0.0.
Look at the map and turn on the display for "My Agents". Look for agents out in 0.0. I think most of them will be for pirate factions.
Expect to be shot at and chased by players as well though

It can be quite good. There are plenty of threads in the forum that discuss ISK/hr for this but it depends a lot on your skills and how often you have to run and hide from pirates and whether or not you get a faction spawn and whether you tend to die a lot... and... and... and...

Note: in my time in 0.0 I've made more isk than I've ever had on the same amount of time spent in a lvl4 mission.
Still holds true today, especially if you have unfettered access to said 0.0 and/or the coverage of someone watching your back whilst you rat away.

Killing ratters is fun too... they usually so busy looking at the red being fired on symbols that they don't notice the last one

They're the ones that don't watch local. Try Molden Heath/Curse. Dumbest ratters in all of Eve TBQFH
