Whilst I understand the gist of your question, the use of the term "Poor Noobs" seems to suggest that you have some sort of genuine concern for their welfare and the trials they face. Somehow I doubt the sincerity here. :)
As for pirates not being allowed into Empire space, too bl**dy right!
I can't go into 0.0 space without getting randomly ganked and mugged, they can't come into civilised space. Seems like a fair deal to me.

The benefit is the added peace of mind that one of the things you dont have to CONTINUALLY worry about when going about your business in Empire space are scheming unchecked gangs of pirates looking for ANY opportunity scam ISK from honest players. The benefit of a negative sec is that its a good quick guage of the main play style and previous intent of the player in question.

Well, I should be able to travel in 0.0 space without pirates ganking me. Guess that we make our choices in this game and live with the consequences. Not accusing you of doing anything other then discussing valid points, BUT, my point is that with all the additional gaming options that a pirate life brings, just about the ONLY given for non-pirates is that at LEAST we have an area to ply our trades where we can enjoy diversity of markets and relative safety from those that would seek to take our posessions for a fraction of the effort that it took to get them. Not only that, but you get your kicks in 0.0 space, earning ISK in safe space to use to gank other legit players is just taking it too far.
Thats why I dont want you, (not personally!), in Empire space, as right now, its one of the VERY few bonuses that I enjoy for the gamestyle I have chosen. Take that away, and whats the REAL drawback of choosing a pirates life?
