Hello, I am GM CiD, a member of the EVE Online Customer Support team. I work on the billing side of the Customer Support team and in this post I hope to shed some light on an issue with character transfers.
The problem here is that the correct error message is not being displayed and the message defaults to "unable to authorize payment at this time" error message, which does not do much to help players with their transfer issue.
This issue is known and has been for some time now. We are working to fix this as soon as possible, however I am unable to predict when this will be resolved and a fix implemented. In the mean time here is a check list to make your lives a little easier and hopefully this will help you initiating the character transfer.
If the payment method is not a suspect, you can use the following list to check if your character transfer should be going through.
The most common issues are as follows:
1. Is your character in a player corporation? Issue: Characters must be in a NPC corporation if they are to be eligible for character transfer. Remove your character from the corporation and if your character has to drop roles, removing your character from the player corporation will take 24 hours.
2. Is your character 14 days old? Issue: Characters younger than 14 days cannot be transferred between accounts.
3. Is either of the accounts involved in the transfer of a character to or from a trial account? Issue: Characters cannot be traded to or from trial accounts, they can only be transferred between two full accounts.
4. Are both accounts active? Issue: Both accounts must be active when the transfer is initiated. If the account the character is being transferred from expires while the transfer is taking place, the transfer can still be completed.
5. Do you have the PLEX for the character transfer in the redeeming system on your account? Issue: The 2x PLEX (if you intend to pay for the transfer with PLEX) should be in the redeeming system on your account. To reverse redeem a PLEX, right click on it and choose "reverse redeem". This will then place the PLEX in the redeeming system on your account and usable for character transfer.
6. Are you logged into the character to be transferred, on your client? Issue: Due to technical reasons, if you try to transfer a character you are logged into on the client, the character transfer will fail. Logging out of the client should solve this.
7. Are you using the correct account name for the character transfer? Issue: Incorrect or non existing account names will stop the transfer from taking place. When transferring the character make sure that you have the account (user) name correct. Contact the owner of the account and make sure that it is the account name but not, for example, a character name you have.
8. How many characters does the account you are transferring the character to have? Issue: Only 3 characters can be on any one account at any given time. Attempting to transfer additional characters to accounts with all character slots full will result in a failure.
9. Does either of the two accounts involved in the character transfer currently have a ongoing character transfer? Issue: Accounts can only be involved in one character transfer at a time. If either the sending or the receiving account have a ongoing character transfer, other transfer attempts will fail.
If you have gone through this check list and you are certain you meet all the criteria contact Customer Support and we will be more than ready to assist.
Of course there are additional issues that can cause the character transfer to fail and I will try to add them to the best of my ability and knowledge.

I am thinking its none of those issue but an issue that you guys need to fix sooner than later. it was working before and now its not. not mission impossible to fix it, since its been going on for weeks.
this is the face of someone who it has happened to like 5 times already, very annoying and the worst part is it takes days to get a petition threw to fix it. |

I agree 100% of the time when a transfer gave me an error it was because something on that list wasn't done. Never have I had a problem that couldn't be fixed by me or the buyer |

this char is trying to be sold w/ plex i get the error that the funds arent avail. i have confirmed i have 2 plex for trnsfer. im in npc corp. skill has been stopped. and petition has been filled. also on another note a seller cant transfer to me either I love the forums. So much emo nerd rage, Hell its more fun then the actual game! |

Seriously, two weeks and you have not come up with an answer for this? Finally had to buy two plex, and put them into the redeeming system to get the transfer to go thru. This tells me that it's an issue with billing system, since the plex went right through. I guess the question here is, are you even working on it?

Thank you CiD for the explanation and troubleshooting list.
Svvord: Until this post came out there was no troubleshooting guide that identified possible causes for failure, so insulting people 'too stupid to work it out' is a bit of a moot point. We are not the experts on CCPs game and the error message suggests a billing failure rather than an account system problem. Unconstructive comments here do not help people who just want to trade characters, and who would like to be able to ask for help without being accused of having a vastly negative IQ.
Reyn Tsero: I too have lost a character sale thanks to this issue, if you happened across the thread, you'll see the buyer even reported me to CCP for attempting to scam in character bazaar. My petition was answered within 24 hours, which might be because I have tried to communicate clearly with them rather than mashing "symbols" into chat. Sorry to hear you lost your sale, but its already being worked on, and screaming is not going to endear anyone to the cause of helping you transfer a character for cheap ISKies.

The PLEX has to be redeeming system, not in a station.

EDIT: REPLY TO COMMENTS BELOW nickers are untwisted. I commented because I know for a fact that none of these possibility happened to me. In 3 out of 5 of the times I was the one selling. I even moved a toon to my own alt account, so I commented fully knowing that. We don't all have an IQ of -3748374738748. Those reason are so basic, its like getting into a car and saying its not working but you have not put the keys in. Only someone new at moving a toon or someone quite challenged would have missed those possibility, I am allowed to express my own views about this matter. It taken too long to even get this posted and all we hear from ccp is excuses and lame suggestion.
I totally agree with this 100%. its happened to me and these helpful tips might be helpful to some but the vast majority i think have some common sense and do everything on the list beforehand. |

I am a solo player wanting to be sold with over 39,600,000 SP Open my bio for Certificates. I apologize for the late reply to the thread. The issue at hand is that a change was made to the character transfer system adding a requirement of cancelling skill training before being able to initiate the character transfer. This was due to issues that could occasionally come up if the characters had been training and were transferred between accounts. The fix to this was implemented, but unfortunately the error message does not display correctly, although this should be fixed soon. The solution to this is to cancel the training queue and make sure no skill is in training before initiating the character transfer.

Is it really that hard to put in an automated training pause? You see this all over the EVE universe, "You must pause skill training to do this", "You must pause skill training to clone jump", "You must pause skill training to use an implant"
Why does the user need to do this if it's only because the system might get upset.

Dude, check dates before you make an ass of yourself again.
The training issue has been there for a while and is a fix for the stated problem. The current issue overrides that and is global, irrespective of training status. |

I didnt notice it was 5.28 and not 6.28
But it's still high time they do something about it. |

The resonsible developer team is working on restoring this service again, a solution can be expected not before Friday, June 29. We will keep you updated about the situation.

Any updates on this situation? I have an account expiring on which there is only one character who must be transferred off of that account in the next day, since I presume I will still be subject to the 10 hour delay, and characters cannot be transferred off of inactive accounts.
If the responsible developer team cannot come up with a solution before my account is scheduled to go inactive, is there any way I can request a grace period of active account time in which I can transfer my character?
Seems rather unfair to force those of us who are transferring characters off of accounts that are expiring to have to pay for another month of playtime for an account with nothing on it, and there is no point in creating a one-month character. |

I have 2 plexes on the account for transfer. However, at the end of the process when I hit "pay" to confirm transfer, I keep getting the message "character already involved in the transfer!" but the payment of 2 plexes is not used, I even check the transaction record and it show nothing! Is that mean this char being transfer?

I get "Could not complete your order. Please try again later or contact customer support." when I'm trying to transfer my character.
I have paused the skill queue and we made sure that there's a free slot available. I also tried both PLEX and Credit Card. |

A friend is trying to transfer one of his toons off of his account to mine. He has the Plex in the redeemable section. we both have free slots, he has no skill training and he has logged off of that toon and logged back on as another toon. We BOTH have a current active subscription, yet when he goes to do the Character Transfer, and selects the character, inputs my account name correctly, selects the payment, it provides an error message stating that "Target User cannot be found or is not Active".
I have tried going throught process with him and we have recieved that same error multiple times. He is currently submitting a petition, but I figured I would post on here incase someone else has the same issues.
