I read the notes and what not over and over, but it doesn't really explain everything.
From what I gather, nos works just like it did, but the enemy cannot be drained past what your current cap is. Please correct me if I'm wrong .
So, that means that if I'm at 50% cap, I can drain my enemy down to 50% like mine. But then what happens? Does my nos still give me energy while his cap is lower, but not steal his? Or does the mod do nothing at all if the enemy has lower cap.
Any help would be greatly appreciated.

In an nutshell yes
You can drain to X% cap where YOUR cap is X
When your cap is higher then you gain nothing

The NOS will continue to run, but not transfer anything... however, if his cap chargers above yours, it'll start getting sucked again, likewise, if yours drains below his, sucking, again, will commense.

are the blood raider npc's also affected by the nos changes?

what happens if you are at 50% cap, opponent is at 51% cap, and you activate a Heavy nos on him that would take him as far back as 20% cap?
Will he go to 20% or 50%?

You can imagine in this way: if both of you have one NOS, the nosses will try to balance out each other's cap lavel.
If you are the sole guy packing NOS, well, it guarantees that you will NOS him as long as he has more % cap then you, again, attempting to balance out your cap levels (your goes up, his goes down).
And, it doesn't matter which size NOS you're using and how much is it supposed to drain, you will never suck someone under the percentage of cap you have.
I find it occasionally advantageous to run myself as close as possible to cap-out if I suspect that the enemy relies on NOS to keep him running. ;)
