All Pirates must Unite and not war with one another but join together.
Pirates are the strong and the care bears are the weak.
The strong must rule the weak.
The care bears fear Pirates and are too busy mining or to scared to have a war with Moo.
So let the Pirates Unite has they have control of the space where the best ore is. Let the Pirates unite and run corps like business's and not just charge tolls to come thru gates but make care bear corps join up and or be slaves for Rat corps. Any space 0.4 or less let pirates set up business's keep care bears in 0.5 and above. All the space were there is no Pirate business just patrol and kill any care bear scum that you find.
The Pirates have the POWER to start a 5th Empire in Eve a Dark Empire that will cast a Shadow over Eve that can never be lifted.

Killing carebears in empire isnt fun, it might be profitable, I wouldnt know since I have never tried it.
In 0.0 are skilled peaple to fight so thats where most of us are since challanging fights are fun (peaple shouldnt be in 0.0 unless they are skilled so when they die there they shouldnt whine about it)

How about some specifics?
How much would a soldier in your Empire make/be paid/have the opportunity to make per week, OVER and ABOVE what they are making now?
