Basically you have to learn that CCP is not directly running the game, but has licensed it to a company there. They have put time indeed to develop the server there, but as stated back then this outsourcing (of sorts) helped to resolve some issues in TQ (gave the devs some ideas). outsourcing/franchising stuff always costs a lot of money. EVE China is no succes, so CCP should cut off all support to the 3rd party they have sold it to in China. I doubt the contract CCP has with them has a 99 year lease or something THAT stupid. in short, its a dead weight.
