OK, I'm going to have a 1 on 1 duel with my brother who will be flying a raven firing T2 torp launchers and using t2 torps doing 600 dmg each or 4,800 damage per volley, what i need your help with is setting a minmatar battle ship that can handle the dmg..
Question 1:I have 1 mealstrom and 1 fleet issue tempest. Should i use tempest or mealstrom? Question 2:should active or passive shield tank or armor tank?
Question 3:I'm not concerned with my offense, with all low and medium slots open, how would you set tank up to handle 4,800 damage every few seconds? Question 4: What kind of rigs shield i use?
At my skills right now i cant blow up his ship, so I'm focusing on defense to cause a stalemate.. Any advice for a set up able to handle his damage with be greatly appreciated.

it depends by his skill and equip too... and also what kind of "duel" is that (i suppose no scramblers)
with "normal" emp you will have problems to break his tank if he have good skills/mods, you can try with a pest... passive tank
6 650mm or 800mm and 2 heavy neuts 1 webber, 1 mwd (if you don't start close), 1 heavy cap booster, rest in ew (probably all damps but an eccm can be good too) 2 gyro (or even 3), 2 1600mm, 1 eanm, 1dmg control
ecm drones trimark rigs
basically an all out setup using cap booster to sustain neuts and hoping to drain him fast enought ew should work to cut his damage as he is not usin cruise missiles
with this setup i'll go for a normal pest, no need to risk a fleet pest

just put alot of damps on your ship then the raven is screwed.. then just sit about 20k/m punishing him while he can't lock you :P

Tempest Fleet Issue fit that I'd use in this situation:
x6 650mm AC II's with Republic Fleet EMP L x2 Heavy Neutralizer II's
100 MN AB (Just so it doesn't inflate your sig radius when fighting him), x2 Webs, x1 Heavy Cap Booster II aaaand... I actually don't know what else you should fit against him. Maybe Caldari Racial ECM's for fun.
x2 LAR's... generic armor tank I suppose. Try squeezing in a gyro for some more DPS.
The Neuts should zap him dry after a minute or two, and as long as he doesn't have any cap boosters, his tank will be dead very quickly. Also, you may want to try and space out the neutralizer cycle later in the fight, so he doesn't get the 20 seconds or whatever it is to gain some cap back. But at the start... probably should have both of them going at the same time so you try and beat his peak cap recharge %.

Go for the Nano-Phoon, though its not as fast as it use to be, you can get the phoon to go faster than torpedoes, therefore you won't take any damage from a raven.

against a Torpedo Raven your best defence is speed and damage... If he does his damage you can't tank him for long, so avoid getting hit and hammer him down as fast you can.
IMO use a Tempest with an Afterburner - it only have a signature radious of 340 so he'll have to fit target painters to be usefull. You can ofcourse use a MWD to close up fast (if you want to use a close range setup) but then remember to turn it off when you are on top to reduce your signatre radious.
Better bring a cap injected dual LAR tank and fit for high resists on all attributes...
EW (remote dampeners?) and Artillery might be your best bet - If he can't hit you at range he's in trouble... Siege launchers don't have FoF so He'll have to take a beating or tank you forever. If you fit an Afterburner he won't really catch up unless he fits MWD and then he'll have a real bad tank.

There is a raven with 8 launchers. Caldari state raven. If its for sale at all, your looking at a pricetag of atleast +25bill (my guess).

Ok so it seems your brother is going for a shield tank and heavy damage ouput.
I would go for Mealstrom all the way. Now the only problem is I don't know how well skilled you are, but i take it you will be able to do enough for this fit:
Highs: 8x 800mm repeating artilley cannons II (autocannons)
meds: 1x Xlarge Shield booster II 1x Shield Boost amplifier II 1x em hardner II 2x Invuln. field II 1x Large Cap booster II
lows: 3x Gyro II 1x CPU enhancer II 1x Damage control II
rigs: 1x thermal res. rig 1x Shield boost cycle reduction rig 1x Autocannon falloff rig
Or you can go for 3x falloff rig
drones: 5x Hammerhead II 5x Valkyrie II
or 4x Ogre II
Ammo: Either barrage L or emp L
Cap booster: 5x 800 charges in cap booster II around 12x 800 charges in your cargohold
HINT: if you want to go the extra mile: get a low-grade crystal set.
Result: A lot of damage potential (barrage for range, emp and thermal drones for all damage types) and one hell of a tank. Res. will be 69%+ and you will boost around 1500 HP each 3,2 seconds with bs lvl 5 and 1st rig setup). The 2nd rig setup will give you 5-30km range with 100% hits with emp L and 5-50 km with barrage L and 100% hits.

Why can no one spell the name of this ship right?
M-A-E-L-strom. S: (n) whirlpool, vortex, maelstrom (a powerful circular current of water (usually the result of conflicting tides))
And yes, Maelstrom is for facemelt and ubertank. This is the ship if you want to just close and duke it out.
Typhoon if you plan to be sneaky and speed tank his torps, plus fit some racial jammers in the mids, though you might have a hard time getting enough DPS to break his tank.
Tempest if you want to be sneaky but don't have the skills for the 'Phoon. Tank armour, jammers mid, AC's and Cruise or Neuts high. Only problem is with an armour tank your damage won't be as good as the Maelstrom.
