No jump drive capable ship is allowed to jump into secure space (no cynogen in empire) however there are several capital class vessels already in empire (they were built there) and are allowed to be operated as long as they are not used offensively. The most famous example of these is Chribba's Veldnaught. Freighters are classed as capitals, and they are frequently sighted all over empire (no jump drive). Useless in Empire space, obviously, but in low & zero-sec it would be hugely useful. And for the life of me, I can't think of a reason why any bunch of engineers would design a freighter so as to maximize its exposure to enemy assault...
