The Domi is a good ship, but for me it would have to be a Hype.
Throw in hac like resists and a double damage bonus like Deimos/Astarte. Then have a drone bay big enough to fit 5 heavies and an extra low slot, and still keep the repping bonus.
Oh yeah, and enough grid for a full rack of T2 neutron blasters. That would be wild imho.

Forgot about Jove ships to primitive.
Give me Enheduanni ship any day. With none linear teleportation travel is fast, far faster then jump drives. They can remotely take over any of the ships from the 4 main empires (New Jove ships have a defence against this technology). So if for some reason you do use a jump gate and hit a gate camp you just remote control there ships so they fire at each other.

My dream ship requires a new game feature...MWD for missiles
Thus missiles travel near instant.
Then a Caldari State Raven...in a solid black Rohk hull...with individual "ports" for each launcher, so I can watch my salvos individually cause death and destruction.
And while Im at it...give it a natural base Shield Res of a HAC...with the shield recovery rate of the original drake
I'd go BEAST mode with that
One last thing...the built-in warp core stab of a blockade runner.
Edit - one more thing...a 200m3 drone bay...to even further "learn" from our natural Gallente enemies

Basically my dream ship would be...
a drake, WITH DPS :OMG imagine if you could have 7 cruise launchers on a drake with 17000+ shields and about 150 sec recharge. Then add a drone bay onto it. If you saw 20 of them coming at you, you would die :P

Tech 2 resistances
8 turret slots
5 mid slots
4 low slots
300m/s base speed 
Special ability: 25% bonus to medium hybrid turret tracking speed.
Penalty: Inability to use warp scramblers (prevent use in PVP situations.)
10% bonus to medium hybrid turret damage per level
20% bonus to medium hybrid turret optimal range per level
Something like that
