I was originally planning on using an Eos but most of the time i prefer Solo pvp and i hear that the Astarte is best for that. So I fit one up on QuickFit and This is what i came up with.
7x Heavy Neutron Blaster (Null, Void or Antimatter)

10mn MicroWarp Drive II
Warp Disruptor II
True Sansha Stasis Webifier
Medium Electrochemical Capacitor Booster I (Cap Booster 800s)

2x Dark Blood Medium Armor Repairer
Dark Blood Armor Explosive Hardener (T2 May be an option but i can't quite remember if i had enough cpu left)
Damage Control II
2x Magnetic Field Stabilizer II
-------------------------------------------------------
Drones
5x (Med drones of your choice, or perhaps enery neut drones?)
-------------------------------------------------------
Rigs
Ancillary Current Router
(and the rig that speeds your lock time up)
This needs AWU lvl 4 to fit unless you fit a 2nd PG rig where you have avout 150+ pg spare. and i cant think of anything to fit to use it up.
Good tank, great gank. But very very costly. What do you think of it and how can i improve it?

I would replace Void with Navy AM
I went Ion's + colision, neuts did' like the PG with basice T2 gear

Vespa EC-600's ftw.
I love those little bastards.
Personally, I think two reps on gank ships is blasphemy. So I'd say drop one rep, add an MFS, and try a Collision with level 4 armor rigging? Dunno if it'll fit.

Eos is far better for solo: the bigger dronebay gives you more option for engaging different kind of targets.
Astarte is an amazing ship but is somehow limited due to the very short range of blasters , it means if someone can control the fight (more speed) from 12+km you are dead.
vespa ec are a wise choice if you go solo

hmm... i think i will try yanking a rep off and fitting another MFS, and putting hybrid collision rig on instead of the rig that speeds your lock time up. I honestly think that would be good. But i need to see if it will fit 1st =\

If you're going the dual rep way, I'd replace the MFS with a t2 eanm and change the rig to an auxilary nano pump.
If you're going for "gank", I'd replace the one armor repairer with a 800mm RT plate (think you need to downgrade a neutron blaster like that.... dunno, I got AWU 5 myself)
And I always fit them vespas 
I never-ever use weapon dmg/rof/whatever rigs... well... almost never, but never in this ship
