how about this as a viable solution to the problem bounty hunters have too catch there prey . you go too a bounty office . look at the selection of neferious pirates that have bounties on there nappers . and you choose 1 . you get a 1 use limited time license to kill your prey . but........ you get exclusive tracking info of where your prey is . it will tell you excactly what system the person is hiding out at and new options appear on your scanner . soo once located your prey can be warped too and killed . the flip side , lets its a 5million bounty . you have too put up 50% off your own cash against the sucess off the mission . if you fail . 2.5 million goes onto the targets bounty . soo the next person who gets the license is offered 7.5 million as a reward .
revamp the bounty system soo that anyone can have bounties placed on there head . grieff play will be prevented cause only 1 hunter at a time will be after you .
a limeted time would be given for your license to time out . dunno how long it should be . soo its fair on both parties . hunter and target .
hope i get contructive and interesting comments and even improvments on what i have just said

I kinda like this idea. Will make people more carefull of who's toes they step on, including people with high sec.

Bounty hunting "permits" would be cool because then you could keep track of who's the top bounty hunter.

Sorry, I am against any bounty reform that limits the number of hunters. Reducing the number of hunters just makes things easier for the bounty targets. Targets should fear everyone! Their allies, their corp mates, their bosom buddies, should all be potential bounty collectors.
If you want to bring up the price of bounties, you have to come up with a system that prevents bounty fraud. As long as targets can cash-in on their own bounties without significant penalty, bounties will always remain small. Under your system, what is to prevent a target from getting his friend to off-him, and then the two of them sharing in the bounty?
I do agree that life could be made easier for bounty hunters. There should be some allowance for bounty hunters to shoot/kill bounty targets without having to worry about a security penalty (and ensuing turret gun and Concord punishment). A license could work well for that. I believe the DevĘs have implemented better location services with agents for tracking down targets. If bounty prices were higher, you could pay players for target information (get real informers instead of NPC ones).
Rather than allow bounties on players with positive security status, I would suggest allowing players to affect the security status of other players by what they set in their personal standings. For example, if 3000 players decide one player is of detestable standing, that player might take a ū10 security hit, have all his security penalties multiplied by 10 and gains cut by 90%. Sort of like voting the player off the Island.
