Random Anomally

I am having problems using some upgrades I've trained for because I don't have enough power. I have browsed and browsed the market but I can't figure out what I need to do this on my Bantam if it's even possible. Can I upgrade the powergrid or do I have to move up to another ship?

Yeah, what you're looking for is either:
Micro Auxillary Power Core Reactor Control Unit
The "MAPC" is better for frigates, as is its a straight 10mw of power, while the "RCU" is a percentage based. The downside is that the MAPC takes more skills to use, I believe.
Theres also a Power Diagnostic System that adds less power grid, but also adds capacitor recharge rate, but I think it lowers shield recharge rate if I'm thinking right (never paid attention to it, since I fly Amarr ships)

No, it gives bonuses all around: power grid, capacitor recharge and capacity, shield recharge and capacity. Great module for many purposes.
As for other ways to increase your power grid, the Electronics skill is a must train. Advanced Weapon Upgrades will also free up some PG by lowering the demand placed by your weapons.
Then again if you are flying a Bantam you should not have any weapons fitted. What specificly are you trying to fit where PG is the limiting factor and not CPU? The Bantam is a mining ship.

By the way, a bantam is nearly at the bottom of the heap when it comes to ships in Eve. Only thing more fragile/flimsier is the rookie ship. Maybe try putting guns on a gunship, such as a merlin? Bantam's no good.
Unless you're mining of course.

In addition to engineering skills, often higher levels of the skills needed to fit an item result in lower power requirements of some sort. E.g. you trained skill A to level 2 to be able to use item B; but training skill A to level 5 lets you use item B using less power.

True, but there's only 2 skills that reduce the PG cost of fitted modules - Shield Upgrades and Advanced Weapon Upgrades. The rigging skills reduce the penalty of rigs, so not quite what the OP is looking for.
To Random Anomally, in addition to upgrading your ship, you may want to look at named items - they'll generally have a reduced PG cost compared to the standard T1 version.

I'm almost positive I've seen named modules with reduced PG requirements compared to basic T1.
I'll check when I get off work, just to be certain. I'm sure I noticed it with some of the mods I have lying around in my hanger while trying to fit a cheap frig setup.
