Nano-Ishtars are not overpowered. In order to be effective with their speed tank they have to stay outside of webrange.
This means they can't effectively scoop and redeploy their drones, as closing range brings them into neut/nos/web range.
This gives you the perfect opportunity to web and kill the drones. The ishtar itself does hardly any damage at all, as with a nanofit it usually fields just 3 150mm small turrets.

Teh Bl0b!!
Tell you what.. why not make all the ships stationary.
Yeah - cause that will be way more fun.

Whilst I sympathise with those people who have rubbish internet connections, I don't feel I should have to adapt my gameplay style because of it.
Geographical disadvantages happen in all online games - and contrary to what some people seem to think - Eve is not and should never be a turn based strategy game.
Everyone has many fitting options they can choose from - some of us prefer speed to tank and gank - because it makes us more survivable.
There is a small section of the Eve community that decries any fitting option that doesn't gell with their chosen way to play the game.
Whether it's 'CCP it's not fair that people can cloak so I can't gank them!' or 'CCP it's not fair that some people go so quick that I can't gank them!' or 'CCP it's not fair that some people use EW so I can't gank them!' All of these whines seem to be based around a belief that these players should have the god given right to gank every single opponent without ever having to adjust or change their setups.
It's called lazy gaming.
People like the OP are systematically trying to destroy the great variety and complexity of options that make Eve a great game. They would see this game turned into nothing short of tank vs. gank with no other options, gradually sucking the life out Eve so they can always win every fight using the same boring predictable setups and tactics.
If you can't be bothered to think - go play something easier.

What makes you think your gatecamp should be 100% effective?
Nanoships are specifically setup to be survivable in a hostile environment - they are a reaction to the 24/7 gatecamping that makes it impossible to move around in standard ship setups without bringing along 30 of your friends.
Or 'soloing' with your covops alts as scouts.
Note that when people do bring 30 of their friends it's always 'Blob blob blob' and 'no fair you never bring even numbers'
You just want everyone to conform to your gameplay style so you can sit in your little gatecamp laughing as people jump into your bubble.
Here's a fix - make bubbles chance based or counterable with warpcore stabs - that way we wouldn't need to bring either 1)speed or 2)numbers.
