Because so many organizations like Mr. Starstrider have tried to interfere with State affairs to attempt to "free" the State. Normally that doesn't matter to me, but when they do that, they have a tendency to interfere with business matters and then it becomes an issue. It's a simple warning to leave the State well enough alone. Blunt, but effective. He leaves us alone, we will more then happily do the same.

No, we declared war against the Acheron Federation because they interfered in State affairs, and because of it hurt our profit margin through it. As for hiring mercenaries, I don't even know who Takagi Corp is, and if I wanted to inflict damage on them for some reason I'd use my own security division instead of hiring mercenaries. However I don't, because if I don't know who they are, they certainly aren't interfering with APEX business so no reason to bother them.

We don't. We wish all legal business corporations the best. We are simply informing them it is best not to to interfere with State affairs. If they wish to construe a friendly warning as a threat, we can not stop them. However if they are interested in performing a business transaction, we will be more then happy to assist them with it.
