Theoretically, yes. Practically, no.
Learning all skills would take years and in that time they'd introduce new ones.

Working with all of the current skills in game... If you start right off and put in +5 implants as soon as possible, then train all the learning skills to 5, it would take OVER 30 YEARS to train all the skills there are to train to lv 5...
So, even tho is is theoretically possible to do everything, EVE really is a game of specialization, where you train skills applicable to a specific activity so that you may excel in that. This is not to say it is not feasible to learn multiple skill paths, it is just that you will likely specialize in one or 2 areas, then have some minor to medium capabilitys in a few others.
Because of this specialization trend, many people run multiple accounts so that they can focus the characters on seperate fields (see the 'Power of Two' initiative). For instance a common setup is one account as a combat character and another as an industrial alt for ISK generation. For improved synergy there will often be some crossover between the two accounts (combat character can fly a hauler to assist the industrial when mining, etc), but for the most part they stay focused on their respective roles. -=^=-

You can use those other 2 characters for various things, the most common being checking prices in other regions, and scouting routes through dangerous space. You can also make a pretty good trading alt right out of the box. If you dont mind taking a little time off training your main character, you can also train up skills to make the market alt quite useful in a relatively short amount of time. There are other things you can do with the alts, but I will leave that up to your imagination. -=^=-

Hm, would it be practical in any reasonable length of time to train both to be a decent miner but still be able to pilot high end ships effectively?

Yes, if you concider a Retiver or Osprey to be decent then it does not take away too much training from your combat skills. It is only making the move for Covetor or Hulk that has a multi-week time sink in training.

With just a little expirence you will learn what sort of modules go in which slots.
Weapons go in high slots. Shields, Afterburner/MWD and E-war mods go in mids. Armour, Damage and Fitting mods go in the lows. There are capacitor mods available for both mids and lows.
As for which type to go with, it will depend on the ship you are flying. First look at your ships bonuses to see what weapons it will get the best effect from. Also look for bonus for tanking or other modules. This is your biggest clue as to what to fit on the ship.
One last important point. Do not mix tanking types, either focus on armour or shields, not both. Which to use depends on the ship. In almost every case, Amarr ships work best when armour tanked. Don't worry about your shields. Use those mid slots for AB/MWD and Capacitor modules.

When you log in there is an option to Terminate a character. There is a 10 hour cool off period before you can complete the termination so that you don't acceidentally delete one by mistake.

To do this you need to be on a paid account as these features are not available on trial accounts.
To send ISK, simply look up the character in People and Places, right click and choose Give Money.
To send items it is easiest to set an Item Exchange contract and limit it to just your character.

So, I bought a couple of Light Ion Blasters, and I'm attempting to load them with Iron Charge S', but it seems as if I can only load one of them at a time.. and I bought a lot. Please tell me there's a way to load them all at once.

Once you have loaded them the first time (so they know what ammo to use) you can use ctrl-R to top them all off (pretty sure that is the default, but if that doesn't work, check for Reload Ammo in the Shortcuts tab on the options window).

So, let's say I want to make the "ultimate" combat pilot. Does race matter? What starting area has the most suitable missions for me to begin with?

race doesnt matter that much, however Caldari have the upper hand for missioning as missiles/torps never miss...
all missions are the same, just different rats/damage types.. dock in a station and check to see what agents are available via the agents tab.. or you can check your standings to any corp by pulling up personal info, and mission for that corp that has the highest rating, agents are scattered everywhere, there is no 'golden nugget' type spot for agents

That's what I was doing.. but I recently got a missing called "Berserk" or something that sent me to a place with like 10-15 rats, and I got wasted. I was in a Maerlin with weapons that I thought would be alright.

yea.. that happens.. it may be time to learn about the mission to know what hardeners to fit on your ship, and maybe some shield/armor reppers (best names, if you cant fit t2). It takes money to make money, and sadly, some times you have to risk several hundred million isk to make just a few bucks. it took me 4 dead megathrons (100 mill each, plus fittings) to realize i cant do lvl 4's except in a dominix (60 mill ship).
bigger isnt better, by far! but maybe ask in local for some help, or with your corp if you have one.
