First, be sure that you're already a member of the alliance before heading out. Otherwise, you'll appear as neutral, and thus targets. But as to your questions:
1) I'm assuming your future alliance isn't offering to jump your ships/gear out by carrier, the most common way of moving to .0 space. If not, then my standard method is to sell everything that I'm not keeping as an empire stock (either as a mod/ship, or as mins). Carrying a lot of gear on a large ship simply makes you a fat target, more so if your group is thus fitted. A group of larger ships will almost guarantee a force will be waiting for you down the line.
You'll want fast ships - Speed kitted Frigs or Intys are the preferred - so as to travel as fast as possible, and be able to have a chance of escaping a bubble en route. These are not guaranteed to work, of course. I don't recommend a warp core stabilizer, as any really threatening camp/group will have multiple scramblers, and likely a bubble or interdictor. Speed is your best defense in such matters (unless you pilot a covert ops ship that can travel cloaked).
Checking the map for systems with large numbers of active pilots, ship kills within the past hour, etc., is also a very important detail for selecting your route of travel. Sometimes the most direct way isn't the best. Also, be sure to ask your alliance mates about local hostiles, current status of the normal travel routes, etc.
2) Outside of the Drone Lands region, which doesn't have any outposts that i remember off hand, you will have some stations to live/work out of in .0 space, either npc types or player built outposts. The easiest way to find out is to open your map to the Galaxy, and select the Show Stations option (which is under the My Information or whatever named tab, I'm at work atm and can't log in to see the exact name). This will highlight any system with stations/outposts in your new home area. It's also not a bad idea to bookmark these systems, for future reference, until you get accustomed to the region you'll be living in.
Player Owned Stations (or POS) also have the ability to fit/refit ships with Maintenance Arrays, which also function as ship storage hangars. You could ask about access to one of these in your new home, though most alliances would (sensibly) hesitant to allow a new corporation access to such.
