To be able to connect to singularity you have to create a shortcut from the eve.exe file and add this to the target input in the shortcut : /end /server:87.238.37.50
This would then look something like this(different between client locations) :
"C:\Documents and Settings\user\Desktop\client\eve.exe" /end /server:87.238.37.50
Hope that explains it well enough.

Make sure to put a space between /end and the last " mark of the original input target. This is what should be done (correct me if I am mistaken), but even with doing this I cannot connect.

Not accepting connections means that it is not accepting connections.
We are still working on the server and will be doing so for the rest of the day. Expect the server to be back late tonight or tomorrow (GMT).

This thursday and Friday (and possibly for this weekend as well), Singularity code and database are running on the Multiplicity cluster hardware. The Singularity cluster is used for internal testing and is unavailable. You can connect to Multiplicity by adding "/server:Multiplicity" to your shortcut so that it looks like this:
"<path to your test server install folder>\eve.exe" /server:Multiplicity
The current build is 52275 and it can be donwloaded from the Singularity patches page.

You're running different build than the server. Singularity is currently running same build as Tranquility.

The problem is that you put " at the end. Look at the screen shot at the first page again. It should be:
"C:\Program Files\Eve_testserver\eve.exe" /server:87.237.38.50
