Proteus if you want true solo power, if not scanner/HAC make the best combo.
Protues can put out around 400DPS with drones and a few guns, gets the scan/cpu bonus on the Emergent subsystem, can use a tractor/salvager in the highs as well as a code breaker/analyser in the mids with an AB and a cap mod (Large Battery is what I use)
and you can fit the tank in the lows fairly easily. I have not yet come across a site I cannot do in this setup. The drawback is the 100 bandwidth on the drones, still 4 Grades work fine, just back them up with mediums and lights.
You will want to include the hard to scan MAG sites as well. The harder it is to scan, the better the loot and you will get T2 salvage from them in many cases. If you can hit it easily, skip it. |

If you are sticking with Caldari/Galle space, just fit a MAR II, Kinetic and Thermal hardner and you are fine. Should give you close to a 500dps active tank and with an AB you will be moving over 600m/s and tanking anything larger you come across with speed. If you want some more DPS and want to get up close, switch to blasters instead of rails. I typically fit a Mag Stab and Tracking Enhancer in the lows and stay at 20km which is optimal for 250's and you can pop frigs very easy at that range.

I think T3 for highsec scanning would be an overkill, Drake is good enough. Its cheaper to take in to lowsec escalations too.
Expect that the T3's can switch to a covert cloak setup and breeze through lowsec without a second though whil eputting out as much DPS as the Drake. |
