There is a definite sanfu on part of programming refining in castor..
I was getting THE SAME yield when refining SAME ore at SAME station (no standing changed in between) at RE4 and RE5...
Devs, please take a look at it... As it is right now, people with lower RE are benefiting from bug when refining. Makes spending a lot of time getting RE to L5 pointless.

yep, i noticed that, too. the bug is very annoying considering that training RE5 takes more than 2 weeks. luckily i needed it for crokite processing anyway so it wasn't totally in vain. but please ccp, fix the refining yield...

I guess nobody takes voice as most of peeps are glad from this bug... I am not, investd 760k into RE5 and want some exclusivity from that.

Are you taking into account the ore reprocessing skills?
Level 1 in say Veldspar reprocessing with refining level 5 and refinery efficiency level 4 gives you 100.2425%. Refining bonus is capped at 100%.

This is a bit off topic, but with Scrapmetal processing (supposing you can buy the skill) will you ever be able to reprocess 1 unit of an item that now gives Megacyte 0 0 1 to Megacyte 1 0 0? IOW, will I ever be able to get that megacyte out of the mod or will % work against me and always remain 0 0 1? (btw, those numbers represent you/take/wastage)
As for RE 5 being exclusive, it is, it lets you learn big expensive ORE refining efficiency with virtually 0 loss. I just started this project, and from training veldspar refining efficiency I went from 17k units waste to 8k to 1 unit for level 0, 1 and 2 refining based on 187k units.

Presumably it will make a difference again once the efficiency of refineries become variable. Which I'm sure will be happening Soon(tm).

I might be mistaken but isn't Veldspar processing (or other ore for that matter) skill for lower than standard refining equipment (which is 50% everywhere atm), not for 'wastage' itself? Tbh, I might be a little vague on the subject but strongly feel there should be difference between RE4 and RE5 even when refining Veldspar.

Checking the skill stats on EVE-DB, it appears that the ore skills give their ore-specific bonus -- but also have a 'minmatartechmutator' stat, where I'm assuming minmatar is equated to 'cobbled-together' and 'not-in-the-best-of-shape.' Presumably, then, this does significantly enhance the yield with below-average-quality refining equipment -- which I figure will be in with Shiva and mobile refineries.

The ore specific processing skills are part of the base yield calculation. This way when they adjust the station equipment they don't have to change the formula.

I hate to differ but i will... I have a corp mate at 5/4 and level 4 on all refining skills up to Jaspet.... he has the same as if he had no skills trained at 5/4.... so I don't think that forumla works right now... but maybe SOON (tm) From Ashes to Ashes... From Dust to Dust....

That could be because you get the maximum yield at Refining 4 (-2% refining waste per level), refinery effiency 0 (-4% refining waste per level) and %ore name% reprocessing 5 (-5% %ore name% refining waste per level).
I would be interested to see the results of his refining quote.

They will however have an effect when lower than normal efficiency refineries come out soon (TM)....
As for the PE4 vs PE5 thing, I'll have to take your word for it, as I don't have that skill level yet. That would be a huge waste of training time if you got no benefit from it.
