That is true.
Everyone has the same chance of the dice to get a GM who A) does not bother to check the logs and always refuses B) does not bother to check the logs and always grants, C) does not bother to check the logs and grants or refuses depending on the wording and his mood and D) one who *actually* checks the logs.
The reimbusement petitioning system is a gamble, but at least it is the same gamble for everyone

You cannot really call that "favortism". They do not "favor" any group - everyone has equal chances to "win" in the reimbusement lottery.
Reimbusement petitions are horribly inconsistant and need much more quality control, yes, but they are not favoring people. For example, a GM cannot answer a reimbusement peition from someone inside his corp or alliance.
You could argue that they favor people who petition every loss to those who peition only losses caused by bugs, but even if the system would be 100% consistant it would still favor people who are peitioning losses caused by bugs and people who are petioning no loss no matter how it happened. "Their fault then if they do not petition"? Well, you could say the same thing about people who are right now not peitioning every single loss....
