Don't get led into the trap of thinking that you need all skills to V to be in PvP
If you can get half-way good (and that I mean you, the player, not "you" the character) at covops/scouting you'll be widely in demand. Adding Logistics to the mix will only increase that demand.
For scouting, I'd definitely point you to the covops tree; covops 4 and the probing skills to 4 will certainly be enough for combat probing, although later if you specialise in the profession, you'll want to 5 those skills. It's actually one of the cheaper roles, skillpointwise, in PvP, but one of the more demanding when it comes to player skill and knowledge.
For Logistics, I would certainly contradict the earlier advice that "you'll want pretty much every skill to 5". Whilst training the Logistics skill itself to 5 is strongly rewarded because of the way the bonuses work, it's not absolutely mandatory and almost everything else can be at 4 and still leave you an effective logi pilot. Logistics are probably the T2 cruiser which require the lowest SP investment: You don't need any guns or missiles, your drones are kind of an afterthought. If you're going to be flying Amarr or Caldari ships, you don't even need to max out your capacitor skills (although those should be an early priority for any player) Malcanis' Law: Any proposal justified on the basis that "it will benefit new players" is invariably to the greater advantage of older, richer players.
