I was hunting in a .3 system, when a Kestrel popped by and targeted me -- generally circled around and acted friendly like, then finally tossed missiles my way. A question for the future -- can I return fire once his missiles are in the air, or do I have to wait for impact before I can hit him without taking an 'initiating aggression' security hit?

You can return fire as soon as the missile is in the air.

Ahem, unless that was deliberatly misleading Pusscat....
If you are locked by anyone in secure space (0.5 and above) do NOT shoot unless you wish to be fragged by Concord. When they shoot you, sit back, and watch the feds do their work.
0.4 and below in a belt, well, the choice is yours, shoot them and take the sec hit, or dont. Do NOT shoot them by a station or a gate, the sentries will do their work if in range. The police never leave the donut stand in these systems, bit like Chief Wiggum.
0.0 non-empire, do what the hell you like.

If I am not totally mistaken the way it stands is that a hostile action is commited as soon as the missle is fired. But a lot of times aggressors will be outside of sentry range, and you returning fire will flag you as the aggressor and inturn result in the sentries firing on you.

Hmm so if you stand like 30 km away you can shoot 2 - 3 vollys of missiles before he can shoot at you then...

It wasn't this way when I tested it a couple of days ago. According to u'r theory sentries would not be shooting down missles before the first one hits, when empire gate camping. Well, they do. Maybe it's time for a careerchange?

This doesn't apply to returning fire on the griefers who hang around outside stations and gates in 0.4-0.1, making sure they are outside sentry range. If you fire back at them inside sentry range you are treated the aggressor no matter how many times you are hit first, which means the sentries fire on you. Reguardless of what anyone claims, this is just a lame exploit of poor security logic. If it wasn't the griefers would be seen as the aggressors so alowing you to fire back.
