even if CCP made it so Jita could have 10k people before it got as bad as it is not with 700 a few things would happen
1. the people who left would come back because the lag is gone
2. More people would go there since the lag is gone and Jita will be an even bigger trade hub lowering prices in jita and raiseing the else where
3.eventually it would reach critical mass and it would need to be "fixed" again

I gotta agree with this, in general.
It doesn't matter what CCP does, move agents, or what ever... People are like lemmings. they will continue to march their merry way to the cliff side (mission agent), and gladly throw themselves in, until the system is drowning again.
I can only see this as being a temporary stop gap to the situation.

No losses as we take calculated risks (but I got very close to one , would have been rather expensive too) yet a reasonable challenge as various hostile gangs visited the system.
If you look for optimal performance , play the game the way it's meant to be played.
There is a very simple fix CCP could do... move all L4 agents to lowsec. There , no more lag

hence why if ccp ever did move all level 4 agents to low sec, people would a) quit eve or b) slum on level 3 missions instead.

After CCP has moved the agents to their own respective systems, people will whine for various reasons: 
1. Waa, I have to move base, because agent is not here anymore!
2. Waa, had a good trading business in this system, but it's dry now that mission runners are gone!
3. Waa, your agent is closer to Jita than my agent!
Anyway, sorry, but in my very honest opinion the game has more important issues to worry about.

Apparently you've never been to Penirgman. Or Amarr. Penirgman's got bajillions of decent agents and is a manufacturing nexus. Amarr has one of the better L4 Theo Council agents and is a trade hub. They're not Traperhombadecahedron (whee!) Of Death bad, but anywhere near peak and they're at least Perimeter bad.

but they need that caldari agent to get that caldari raven and all thoes navy mods, and ammo and now that i can use this lv 4 i dont want to work another one up
