Not sure if it's already in place, but...
Would there be any interest in creating a mailing list containing diplomats from all alliances and perhaps the larger corporations out there, where any standing changes could be made known to all parties? Seems to me like this would be a rather good tool to get new standings spread.
I do understand that sometimes you'd want to keep your new standings secret - but that would be the exception, wouldn't it?
This would also create mail spam for diplomats I guess - perhaps more than it's worth...
I assume a mailing list like this would have to be invite_only, to disallow people sending fake standing mails? So setting it up would be kind of a ***** too 
Writing this in hope of figuring out if there is an interest for it - without most alliances interested it would be worthless as a tool...
ps... Writing this with an alt to keep it "neutral"

A list of diplomats is already there. don't know where people would want an in-game mailing version thingy though

By the lack of response, I can only assume you're right about not wanting the ingame thingy.
Just thought that with the major two-block thingy - sending a mail to the mailing list "choosing" side and setting standings would be a lot easier than going through that "small" list of diplomats - sending mail to each of them.
But oh well, how wrong can't a man be
