First of all - there is no alternative, get a Drake than get a Cerb if you want one. Specializing is good, but by saving yourself 1-2 days (that's what you need to get BC 3 IRRC) you are not beating pro's. And all the support skills (shields, missles, navigation) are great on half of Caldari.
Another thing - for the love of all that is holly and sacred NEVER actively tank a Drake. Well, you could think of active tanking her to free 1-2 midslots for Scram and a Web(active tank does require a bit less slots), but a 6-slot Active shield tank on a best passive tanker in this universe is plain waste.
Drake is as tough as a 1 ton concrete block, flies as one and has a damage potential of kitten thrown by a 9-year old girl. As for Cerb, I think she has her uses - but it would always be something along the lines "well, she is the best at A, as long as only Caldari ships are concerned."
As far as I can understand you situation - stick to Drakes. They have their issues, but also they can often make the enemy go "Damn, we need a BS or two to break his tank, let's find an easier pray."

No. Passive tanking is too PG-, lowslot- and ISK-intensive for any non-niche (i.e., not bait) pvp Drake fit. You end up wasting slots on SPRs when they should have BCS and DC.

Cerb with decent skills & some t2 fittings does ~425DPS (all kinetic unfortunately)

Try more like 338 kin DPS from T1 Scourge plus 99 th from drones, for a total of 437 DPS. That's at maxskills plus the 5% RoF implant, with nothing but T2 gear, on a L4 mission fit (2 BCS-II, rest tank). Switch to CN Scourge and you go to 387 kin DPS missiles, for 486 DPS total.
And yes, you can fit a "T2 HAM gank fit" on it too if you really have to (will be pretty tight), and that reaches well over 600 DPS without any implants whatsoever, just CN ammo and T2 gear all around. _

drake kinetic (3 x bcu + lvl V skills): 361 dps (missiles only) cerb kinetic (3 x bcu + lvl V skills): 344 dps (missiles only)
imho drake sucks donkey balls:) get a cerb. its faster, more fun to fly and can fit a ueber hyper tank (gistii small sb + small sig radius ftw). cerb is also ueber for killing nanostuff and frigs:) drake is good for hmm nothing? nah ok drake is good as a hpbuffer + meatshield:) ohh btw due to the cerb's small sig radius it also makes the cerb the better pve ship. try to tank a higher rated ded plex in a drake. it will wtfbbq you but barley dent your cerb's gistii tank:)

A lot of the people downplaying the drake have obviously never used one.
Yes, their damage sucks compared to other battlecruisers - it can also out-tank 3 of any other bc and do so with 0 cap. But they're still capable of pumping out dps in the 400 range when using kinetic missiles, and well over 370 when they aren't (that's using faction, you can do slightly better with t2 but t2 sucks to be honest).
Skill intensive? Not really. Spend 2 weeks and you'll passive tank well enough to run level 4s. It also sets you up better for the Nighthawk, the ultimate passive tank ship. Of course I'd rather active tank a sleipnir/claymore, but that's a different thing all together.

Please stop talking. I have yet to run any complex my drake can't handle in my omni resist setup, much less my faction specific set ups - and I don't have to worry about the incredible nosing that can occur in some of them. And that sig radius isn't going to save you against any reasonably fitted pvp ship.
These are two entirely different ships meant for entirely different roles. For what the OP wants, the drake is better.
