It is my belief that you are correct in certain ways, The problem is not with the wolves, but those who follow no rules. Wolves do not kill indiscriminately but they do winnow the herd of ôCaribouö whatever they are, they like any other predators prey on the weak and the sick. Removing those so that the gene pool will retain its strength and cohesion. Pirates and I use the term in a professional sense of the word are not the same from those bands of brigands that sit on gates in the more lawless systems. Alas common culture has placed these two groups as one when in fact they are the most different. As far as I am concerned, Anti Pirates are just what they say, Pirates with rules. I have seen many anti pie organisations lose their way in the trackless depths of space to become little more than the brigands they claim to hunt. But in the low security systems there are little rules with which to govern the behaviour of the pod pilot community.
The so called secure systems fail in that task as combat is still allowed as long as you pay some very hefty ôbribesö to the concord assembly. Which then negates any criminal acts you commit in the war zone. Factor into this that brigand groups exploit this set of rules and fire upon people does not mean they are pirates, you may find that these are mercenary corporations.
It is claimed that with the curing of one disease another will evolve to continue with the same purpose, so destroy the pirates another group will take their place. You can take that as a warning. I don't believe you will get the anti pirate organisations under your banner as you requested due to the fact that they are far too busy carrying out their own agendas and living their lives to their own rules and continuing their own war's against Pirate groups and other ... organisations that are not so piratical in nature.
Kudos for the effort however and perhaps when you align the organisations to your side we the pirates out in the eve cluster will have a worthwhile target to annihilate than the weak and the badly trained.

Amarr need to be burned from this galaxy, and you shouldnt talk you ignorant bastard, yes we do kill barges and haulers, but we also kill the people that give us even matches and even destroy the pilots that we are at a disadvantage with.

As a student in the Imperial Academy, have you even had any experience with pirates?
