Saila/Motsu/Komo/Laah is deliberately left laggy like this. It's been like this for years despite easy and obvious solutions being available (i.e. spread the high-qual agents around a bit, seperate them by a few systems, spread the load).
To my knowledge CCP have never even acknowledged there's a problem in this area and have made no attempt to address the issue. Therefore it seems pretty obvious to me that they have no desire to reduce the lag here.
So why is this the case? Simple: it's a slow-down being applied to mission farming. Rather than nerf LP/mission rewards (which would affect everyone, even those sensible enough to mission elsewhere) they simply leave it ultra-laggy in the main mission hub region. Ship losses in the area increase, mission times increase, isk-generation rate decreases.
Think of it as a covert buff to everyone except Caldari mission runners and either adapt (since it's never going to change) or move elsewhere.
Edit: as has also been pointed out in this thread, there ARE other agents available for the Caldari Navy - and yes, their quality is slightly lower, but in a less laggy system the missions will go faster and thus the LP/time and ISK/time ratio will probably be the same or even slightly higher. MOVE!
Sadly this seems to be the truth.
Saila has been unplayably laggy for months and they've never done anything about it. One of the GMs said Saila is running on it's own node and it's a CPU bottleneck. So they have definitely acknowledged it, but have done nothing to fix it. There are currently two level IV agents sending players there, and by default the autopilot sends everyone through there rather than through Laah for whatever reason.
It's pretty despicable if you ask me but I honestly believe they have no intention of doing anything about it. They'd rather let it rot than do anything about it. At least that's the impression I get from their total lack of improvments over months. -- Support fixing the EVE UI
