Hey, I'll cut a long story short.
Me and a a guy with blue standings were in 0.0 test tanking...He goes AFK and in doing so....my ship eventually goes pop....That severely cripples my wallet and I'm hacked off..
What would be the normal course of action now?

Ask him to give you back the money, going through any needed "official" channels for your corporation and alliance. Otherwise, nothing.
Edit: Or, you could go find and kill him yourself. But seeing as it's blue on blue here, you should ask for compensation first.

Yeah, I gotta wonder why you didn't simply warp out when the damage got too bad. If for some reason he had you scrambled, why didn't you fly out of range and then jump?
I used to get It.
Then It changed.
Now I don't even know what It is.

I'm going to assume it was against a faster ship orbiting with a warp scram on.
No idea why you'd warp scram in a tank test though. Seems to be asking for trouble if it's just a friendly engagement.
