is it just luck or is there some missions set that give them?
What Missions / Named rats should I look for? Any level or just level 4 / 5 drops?

Bonus room of AE/GE gives them. (In the overseer's structure).
I've read about WC's overseer giving good loots too, but personally I've never met with an overseer with above 1m bounty in WC.

I got some Caldari Navy rockets from a lvl 4 'In The midst of deadspace' mission.
Does that count?

Well, this brings up a good point. Where exactly -does- deadspace loot come from? Pith X-type whatever. Core this-and-that. I've lived in Guristas space my whole life, killed plenty of dreads in 0.0, run plenty of level 4's. Never seen any of the stuff listed as "deadspace".
Where exactly does that stuff come from?

To the OP, Guristas extravaganza has a chance of faction loot in the storage facility of the bonus room, Angel extravaganza bonus room structures, the overseer in WC has a chance of it beeing a faction spawn, and some random storylines have a chance of domination loot, from the named ship.
About deadspace stuff. Those used to be farmered en masse from the old "static?" complexes (there are still some in highsec, you might have seen beacons on overview while in highsec). Those were rooms in which the stuff with the deadspace loot respawned every X hours, and people would run them repeatedly for massive amounts of isk.
Today, those complexes are found through exploration (probes) in 0.0, and they respawn to a random system after they are ran, and that is why deadspace item price has skyrocketed.

Do you always need a tag to get through the jumpgate to his bonus room?

Yes. And if you bring a gang make sure they activate gate very soon after you do it otherwise the'll be "stuck".

I've seen plenty Domination spawns where we rat in 0.0, and they sometimes drop decent faction items, sometimes just ammo & tag. I have ONCE and only ONCE seen a Domination faction Angel BS in Blockade 4 and that was in a 0.8 system...it was very odd 
No idea about dead-space items, but then I've only run one 8/10 plex in 0.0

deadspace only come from plexes
