Give players a choice if they what their battleship or ships converted (free of charge) into a mining boat. (Can use miners, warp core stabilizers, microwarp drives) but no serious weapons at all.
Or have it converted into a combat ship.
This can cause problems for caldari/minmatar but their would be mining boats can be 'restructured' into being equalient to amarr/gallente mining boats.

I don't really see the purpose of this. When a BS is equipped for mining, how is it different from a BS that is converted into a mining ship, free of charge?
As long as BS can equip mining lasers, they will always remain the best mining ships.

When people actually build an Apoc they have to choose if its gonna be a Miner or Combat. You can alway change the process later but not without your ship going into production (an hour or so) and be changed.
The problem wouldnt be that huge for the Minmatar/caldari because when your making the convertion to a pure miner you can fit more miners on a ship than guns.
It goes without saying that a 1400mm gun or Tac takes more room than a small miner2.. (okay so I said it anyways)

And yup you hit the problem smack on! BS = BattleShip.. Not pure-breed-im-a-miner-ship.

Rather than having to choose a specialisation at build, it would be easier to simply remove the turret hardpoint requirement for mining lasers.
Or, create a new hardpoint type for "tools" - mining lasers, shield transporters, energy transporters, etc... ____________________________________________
