Making Jita a less attractive location will just move the entire hub somewhere else.
Trying to force people to spread out via rents etc would work only to the smallest degree. High rents in Jita wouldn't make people move out to Rens, Nonni etc. They will still want Jita's location, and if they can't get it they'll go as close as they can get. Which means New Caldari, Ikuchi, Niyabainen, Perimiter and Maurasi (discounting the two links to other regions due to the market boundary). Instead of a hub system, you get a hub constellation.
Which admittedly looks good from a server point of view - spread them over more systems and you can spread them over more than one node. But you would also generate a lot of intra-hub traffic, as all the trade that currently occurs within Jita 4-4 without anyone needing to undock would now require a constant shuttling of industrials and freighters back and forth between systems in the hub constellation. This extra server load has the potential to wipe out a lot of the gains made by spreading people out.
I think Jita could remain a market hub without having so many people in it if there was a bigger incentive to go to Jita only during off-hours. Buying, selling, and modifying orders can all be done from any station 1-2 jumps out of jita. People who want to fit their ships could buy the items during the day but pick them up later.
A flat fee for entering Jita at certain times, plus another recurring ISK charge for people who remained in space or in station for a certain amount of time would discourage people from entering Jita during peak times, while still allowing them to use it as a market hub. I don't know what amounts would be necessary, but I'd imagine that 5mil entry plus 5mil per 10mins would keep a good number of people out during peak hours. Some people just enter Jita (despite the lag) and then whine about it on the forums. This fee would force them to think twice before they imposed a cost (extra lag) on everyone else by entering Jita. I don't think this fee would be large enough to discourage major courier operations/industrialists if they needed to, and since it wouldn't apply during off-hours, I think jita would remain a hub.
Additionally I think the fact that you go through Jita to get between regions adds to the lag a lot. They should either add an autopilot "avoid Jita/systems with over 500 people" option or add a few gates that go around Jita.
