I was looking for lvl 4 agents for amarr navy and found that there are 4 agents lvl 4 and quality 20 on the same station at Yahyerer IV moon 9, there are also 2 agents lvl 3 quality 20 and one lvl 2 quality -16. I know that having different level agents is good to build your standing, but having 4 agents of the same level and division (yes, they are all internal security) makes no sense to me.
Please, spread them out.

It seems pretty clear the reasoning behind it and similar groupings was to create losec hubs for players to squabble over. * * * In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

But one agent of the same level and quality is enough, maybe a few agents of the same level and different quality so you can have a better agents as you go up on the standing.
As it is, you have to stick with the level 3 quality 20 agents (2 to choose from) until you get enough standing to use the level 4 quality 20 agents. (4 to choose)
And now with the LP store, it makes no difference wish agent you choose.

I don't really know what you mean by "enough"? Several hi quality agents in one station is worth quite a lot actually, as it allows you much more flexibility in picking and choosing missions, and in just grinding them out quickly where you can accomplish more than one per station visit.
Your comment about the LP store is confusing too, as the current corp-based system makes hubs even more lucrative than it did when LP was agent-based.

Ok, i was thinking that having one agent level 4 quality 20 was enough to get the best missions, but now i see your point, having 4 of those agents gives you the oportunity to get an extravaganza or some other profitable mission, more often. My coment about the LP store was about doing the missions with any of those 4 agents, that would accumulate the LP's with the corp, not with each agent. I was not taking into account the availability of missions.
My original idea was to break the hubs to have some more agents, but what i really want is agents of levels 1 to 4 available for all corps in high sec.
For an example, if i want to increase my standing with a corp, i have to do missions for agents level 1 or 2 in high sec, or go to low sec to get missions from agents level 3 or 4. I know not all corps have all their level 4 agents in low sec, but there are some corps that only have up to level 3 agents.
After all, storywise, some agents should have increased their level or some new agents would have got jobs in the npc corps. :)

The place is there for BoB gangs to have a larger pool of players to pirate when they head into any of the surrounding low security systems.

In Metropolis (and other region I guess) low sec so that courier mission farmers with 16d old Alts can farm and grind LPs.
Honestly, it seems to be the all the rage.

angel cartel is notoriuous for multiple agents in one station.
I know of one station that has 6x q20 lvl 4 agents. -
At last the Gallente can finally lay claim to saying... "my DICtor" is bigger than yours.

The important part is.. when you get scanned in a low-sec mission you can make a run for it, and dont have to sit there in station, feedling your thumbs, since your mission spot is most likely camped by pirates anyway, or declining mission after mission, taking standing hits.
Just use the next agent and Bob's your uncle.
