We are aware that a number of members of the Community are having difficulties connecting to the port for Tranquility and we have been investigating options on our part to ensure that our community is able to logon to EVE-Online without issue. If a user is experiencing difficulties connecting to our default port for Tranquility, you may now have the option to use port 3724. We recommend this port only be used if you are not able to connect to port 26000. Since this is not the official EVE port, support for connection issues will be limited.
In order to use port 3724, it will be necessary to open your C:|Documents and Settings|%USER%|Local Settings|Application Data|CCP|EVE|settings folder if you use XP or C:|Users|%USER%|AppData|Local|CCP|EVE|settings if you use VISTA and edit the PREFS.INI file. Please change the networkAdvanced=0 to networkAdvanced=1. You will notice that the Eve logon screen will now have a PORT option. Please type in 3724 into the box and connect as normal.

It's not their port, they don't own it.

We've been in touch with Tiscali and received this confirmation from them that they are looking into this issue:
Originally by: Tiscali Technical Support Team Tiscali Technical Support Team is aware of this issue & the engineers are working to enhance your network in next few weeks. We are however unable to commit any timescale as when the migration will complete. Please note that this is not a major issue and is only affecting a handful of customers.
I apologize for the inconvenience caused and I request you to bear with us until our network engineers resolve this issue.
We will continue to monitor the situation and work with them to find a solution. Thank you for your patience.
