My idea very simple.. Address the problems. Then construct a fix
1) you cap out way too fast 2) You target way too slow to help in real (Lag combat) 3) No defense/Offense 4) Sitting duck for way way too long 10 min come on..
I propose the following.
10% increase in cap regain per skill lv of Triage 1000 Scan res while in Triage The ability to deploy 2 Drones/fighter per Skill Lv 50% redux in cap consumption for all Capital remote reps 50% Range Bonus to all Capital remote reps per skill LV Immune to Damps not jamming or warp scram 5 min Duration While in Triage no warp/remote rep/no movement Just like a dread in siege
Yes i say Buff the hell out if Triage cuz as now it suxs. And with said Buffs people would Use it.

No one does...it's pointless as it is. Remote repping carriers do a far better job, and amazingly, they can still fight back

Most of the logistical issues faced in using remote repping/boosting in general are not only existant on carriers (using triage or otherwise), it's just that they are exasperated when using carriers.
Why aren't you able to target gang members nearly instantly? The whole lock times system as it stands really sucks, but I've never understood that one aspect in particular.

Needs Lots of love, u spend lots of time training Logistics up to 5 and then u came out with a crap fit that render your ship useless when activated.

I believe that you should only be able to launch light > medium damage and light > heavy logistics drones while in triage, definitely not fighters. The drones would be useful, it gives you a fighting chance if warp scrambled in triage to remove the aggressors from the battlefield with light/medium drones, but not send fighters capable of following and killing battleships in warp - if you want to do that leave triage mode...
Would be good though if there was a strontium bay like on pos's.
Otherwise I totally agree with your thoughts on this, cap usage of the remote transferrers and regen of your cap is important to allow you to do your job in keeping a fleet alive.

It does suck in fleet combat, but it sure is great repping up station services and POS mods

It only works great when you either know you will not see an enemy, you are 100% sure to win or 100% sure to loose. No enemy -> great remote reppage 100% sure win -> you can probably keep your whole gang alive. 100% sure loss -> You can try to survive as long as possible and hope to kill some of your attackers.

The main problem about Triage is the combination of two of it's effects: 1. Can't move for 10 minutes 2. Can't receive remote rep
This combination absolutely KILLS triage, especially since entering triage doesn't really give you a big enough boost to self-preservation to stay alive in any kind of fleet fight.
Unless this is solved, triage will remain unused....

I never trained up for the Triage Module - when it came out I took one look at the Stats and Skill requsits and Laughed
The Idea is good the implimentation borked
Some fixes that would make me happier useing it.
Cycle time of 60s Immune to EWar (does this already) Insta Lock gang mates Can still use fighters and drones (only 5 personally but can still assign) Bonus to Logistics Drones Reduced Cycle time of Shield Transporters and personal SBs Either Reduced cap use of Shield Modules or a bonus per lvl to cap recharge and size
and a couple that will never happen but...
100% bonus to range of Smart Bombs along with the introduction of capital smartbombs
Various Heat sinks and stabalising fins deploy when Triage mode is activated (Rorqual style) also give this to Dreads in Seige mode
