As much as we all hate cloaking "isk farmers", for one, just based on their names and corps, can you PROVE they are farming ISK for sale on the interweb? and as usual people make assumptions, i wasnt hunting isk farmers, i was just roaming around, and actually was in fountain. and every neutral local i ran into warped to a ss and cloaked. pvp is just fine, when u roam u end up places. so stop attacking me and who i hunt, this thread is about cloaks on ships that really shouldnt be cloaking. if they were, they'd have the skill req of cloaking lvl 1
well, by that logic, I guess that Covert Ops and Recon ships shouldn't be able to cloak as they don't require any cloaking skill either! I would love to know what ships exactly you consider to be the ones that "should be" cloaking. Cloaking is an ability available to any ship that can fit the module. Ships whose roles are based around cloaking have access to a specialized module. There is nothing to indicate that it was ever intended that they be the only ships to cloak, they're just better at it.

If CCP only meant for certain ships to use cloaks, they would have given them insanely high fitting requirements and then given the ships they wanted to be able to use them a fitting bonus. They did that with the Covert Ops cloak. They could easily have done it with the other cloaking modules. They didn't.
Thus, it's clear that CCP did mean for nearly every ship in the game to be able to use cloaks if you wanted to use one on them.

the fact that you cant probe out a cloaked ship with a cov-op's frig is bull****, recon probers are becoming ever so more useless now that everyone and his brother fits cloaks.
couldnt care less about people afk cloaking but if its not scannable even by the ships dedicated to scanning **** down then its BROKEN!!!
evey damn ship bar the freighter can bloody fit one without much cost to the use of the ship, now its time to make it less of an escape jail free card and more of a double-edged sword on non-dedicated cloaking ships...

Rubbish there is a massive cost to using a cloaking device. You cant target anyone whilst cloaked, you speed is greatly diminished, if you are targeted you cant cloak at all, you have to wait before you can target after you cloak, cloaks use a great deal of cpu, if anyone gets within 2000m you uncloak & if you uncloak there is a long delay before you can recloak.

If these guy won't decloak until they are alone again, let them have a taste of their own. A cloaked AFK alt should prove quite interesting since it would make it very hard for them to continue what they were doing.
Fight fire with fire as the saying goes. Don't ask CCP to bork a useful mod for everyone just for the sake of catching a few macro users, if you suspect them of macro use, petition them. If they are not macro users, they are probably noobs who can't do you any harm anyway.

that has nothing to do with it, what so ever actually, your assumptions make u look like a tard. its the fact that all over eve there are ships with cloaks fitted that are not designed to cloak.
The penalties for using a cloak when not designed for it are already disgusting. Go blow someone up that actually wants to fight you.

If you get caught by anything other than a stealth bomber that uses a T1 cloak, you REALLY suck or are flying something with insanely low agility. Cloaking nerfs every important aspect of your ship, and does not require further tweaking.
ISK farmers aside, the ability to hide when local gets populated means that cloaking is working exactly as intended.

The problem isn't with "non-specialized cloaking ships" being able to cloak. Its with the fact that once cloaked at an SS, you're invulnerable, making killing isk farmers, or intruders almost impossible.
Basically what should be done is that the Covert Ops Cloak shouldn't be able to be probed. Or like Tarminic said, make it very close to impossible. These ships were meant to be able to hide in hostile territory. (Before all you people start in on "OH HOW DO U KNOW THEYRE THE ONLY SHIPS MEANT TO?!!!?1!!1", last I checked, anything labeled with "covert" means secrecy or hidden. Hell, wikipedia it and you'll find a plethora of definitions.)
On to the non-covert ops cloaks. Once again Tarminic has a great idea in saying that the cloak should operate as a Covert Ops cloak except that you can probe them down. This eliminates so many issues on all sides (pirate, anti-pirate, 0.0 warfare, cloaking isk farmers, cleaning up territory, etc).
Honestly, Covert Ops cloak should be the equivalent of a highly specialized spy who has only the slimmest chance of being found, whereas the other versions should be akin to hiding under a sheet at night (aka if you look hard enough, you'll find them).
