so wait... the last 2 trailer that advertized factional warfare were rev1and 2, and now rev 3 won't come out but will under a different name.

because if it WAS rev 3 then as you said it would have FW, so it's not REV3, but it is...

You gave the answer here yourself. It WAS Rev3 but instead of calling it Rev3 it is now a new name and FW will be in another patch, at another time. EventuallyÖ. Simple as that...

Well, I think the theory is that they'll snarl and get the chance to bite the heads off the people doing it. 
Losec probably needs a lot more than that, for carebears and pirates alike, but it's something.

And your idea of removing it any making it highsec/0.0 is stupid. If that happened i'd leave straight away. Lowsec may be crap, but its still 10000x better than the other 2 options

if the carebear had the advantage, then and only then would lowsec be useful. how about if a pirate attacks twice in a single day, their aggro time to concord increases twofold, from 15 to 30. if they get up to an hour, concord will send out a tankable but very deadly group of "mercenaries" to deal with the trouble maker. more rp, more carebear help, etc.
the potential reward has to outweigh the potential risk.
pirates should endorse this since they would actually get some prey then

The only improvements to low sec I noticed recently was that Reikoku are there a lot. And the moment they lose a ship, 20 MC ships replace it within 15 minutes.
So I'm betting that somebody has a heads up on lowsec isk injections coming soon.
