How this device will work? Is it work as cynosural generator for capital ships... are the all ships in gang can jump to Black Ops with activated Covert jump portal generator? What range of effect? Can somebody explain?

Covert cynosural field generators will be used by covert ops class ships (like the force recon ships) to generate a field that covert ops battleships can lock on to. They can use then use their limited jump drive to travel there, or open a jump portal which allows nearby covert ops ships to jump through.
It's unlikely the covert cynosural fields can be used by anything other than black ops ships, and the jump portal is definitely only going to be usable by covops.

First, you take a ship that can fit a covert cynosural field generator. That is: CovOps frigate, stealth bomber, force recon or black ops bs. Force Recon is the ship of joice here most likely, making stealthy cynos with 30 seconds duration for 5 liquide ozone.
Then, you bring that FRecon in position in the target system by conventional means (gates). This system should be inside the normal jumping range of a ship that has a covert jump portal generator fitted (blackops bs only) and these ships should be in gang.
Then the mechanics get a bit fishy, but I think just as you normally rightclick your gangmember to jump, you instead choose "jump portal to gangmember". If that activates the portal or if you need to activate it prior - ask a Titan pilot :)
After the cyno is up and the portal is up and linked, the rest of the gang that is allowed to use these portals who are waiting next to the blackops bs rightclick this and select 'use jump portal'. Ships that can use these portals are the ships that can also fit a covert cynogen - CovOps, Stealth Bomber, Force Recon, BlackOps. -- [17:47] <Mephysto> its dead, jim |

So gang can jump from point where Black Ops activated jump portal generator to initiate bridge to point where cyno ship activated cynosural field. Right?

Ships in gang don't need to lock on covert cyno field to use bridge, I think.. I am sorry, may be I don't understand something. I never use jump bridge.

The ship opening the bridge will have to lock onto the cyno, of course. Then friendly ships in the gang can right-click on the BlackOps BS and click "Jump to <system name>", after which normal jump mechanics apply -- cool animation, transition to new system, appearing near the cyno.
The fuel required for the BlackOp BS's jump drive and jump bridge are rather bulky and there's only a very limited amount of space in cargo, so jumping around won't be the normal mode of travel for these ships. They'll still rely mostly on jumpgates to get around.
