I think they think it would be rather overpowered. if the only thing required was the hacker module.. Maybe there should be another cost. Decryptors for instance. have decryptors to increase the chance to more sane levels and then have the basic hacking difficulty very high so it basically on average will take an hour or 2 to hack a bs. (not much considdering value of the ship)

Password-protecting a ship would make it impossible to steal... and EVE is supposed to be harsher than real life. How would you suggest we tackle that angle?
Imagine how spiffy this scene would be. You eject from your brand new Marauder class ship which is password protected like there's no tomorrow. Only to come back and notice some noob Zerg salvaging his ship into oblivion. Imagine the ISK sink! We should so DO this! ...You were suggesting that.. right?
Oh cool and imagine the isk that can be put into theft insurrence... major isk sink as well.
