Hrm....OP, I read between the lines and came up with this:
"I suck at PvP and can't get any noobs to fight me in my wtfpwnmobile, and so I was hoping to pirate some ratters out in 0.0. Unfortunately, I haven't figured out how to do it yet. CCP, can you nerf them so I get more easy ganks?"

Wow, thanks for that link, I know everyone is agaisnt the idea in this thread, the idea could need some refinement. My idea of the module was to un-cloak ships that are not natural cloakers (e.g BS, BC)
What you should ask for is a scan probe that can find cloaked ships.

Okay as you call yourselve a pvper you must be able to use the on-board scanner properly? If your good, you will scan someone very quikly and with luck they will cloak in the same belt, and be able to tell that they claoked rather than warp.
However, this always happens just before you load grid, so cant tell were they are to uncloak them. With this module you would be able to uncloak them in the belt, however there must be certain drawbacks to the module, giving the npcer an additional chance to escape.
Personally i dont think you have much experience scanning...

You may be right. Another idea I had was to delay some1's character appearing in local by 5-10 secs, but i havnt thought it through, so there maybe negative reprocussions else where in the game.

The real solution to this is for covert ops cloaked ships not to appear in local.
Scientific test CCP ran to prove that EVE is heavily weighted in favor of Amarr, thus needing another nerf... |

Or they can just make it so that people only show up in local if they say something. It's lame that the local chat channel can be used as a recon tool.

What you should ask for is a scan probe that can find cloaked ships.
This is a good idea. Say make the cloaking effect wear off after 10 or 20 minutes of being cloaked. At this point you have some chance of finding the person with the cloak probes. The person has to recloak but there's a bit of a time delay so they have to warp around safespots a bit. For one this will do away with those pesky people who sit all day long in one system in a cloaked recon not even attending to the game most of the time, then once every 3 or so hours uncloak and nab and NPCer, and then call themselves great pvpers for it (i mean is this lame and totally not creating and annoying or what?). It will also make it more difficult to farmers to control all of their accounts. Right now they have may be 5 ravens run by single person. Once someone enters system, they warp one raven and it sits cloaked while they rat with the other 4. If they cannot sit perfectly cloaked for prolonged periods of time, they'll get more careless as each account will require more of their attention to control.
Make cov ops of course not have this effect but function same as it does right now because it is not a combat ship but rather used for exploration and spying.

As for the OP, I disagree with your method but I agree there is a problem of sorts. My particular dislike of cloak "abuse" are those shady characters found in 0.0 using a cheap cloak to protect their ratting BS every time someone comes into the system and as anyone with experience of it will know, they're rather obviously not there for a legitimate gaming reason.

Just make the amount of cap the cloak consumes related to the mass of the ship. Thus a cloaked bs can only stay cloaked for a little while while a frig can stay cloaked much longer. Real cloaking ships, like covops, should still be able to stay cloaked indefinitely.

Cloaks do kind a suck. You can accomplish the same by warping around the system till the aggressors leave. All the cloak grants the NPC'er is the ability to go to the bathroom/get another beer while the solo'er or GANG (really not seeing how any of you muppets assume this is merely a solo'er problem) futiley attempts to scan out the ratter.
Limit cloaks somehow, or make them uber expensive again. Something to prevent these lazy pilots from getting away. ----------------- Friends Forever
