Just wondering. Because I am Amarr; but I hear that Amarr are severely nerfed. I was going to buy the Amarr Maller but now I am reconsidering. I am thinking of either a Caldari or Gallente ship; unless if the Amarr cruiser is good anyways. I want a good, versatile ship that is effective at PvP and in missions. Preferably one that looks cool too (hence why I don't really want a Caldari cruiser )

Good in PVP and Missions, definitely Gallente (Vexor/Thorax) and Minmatar (Rupture/Stabber).
As a note, Stabber really isn't a mission boat, but is still a good cruiser. ----------------

I certainly wouldnt dismiss the Caracal (caldari). good damage , cheap and still fits a nice tank

They've all got good ships.
Maller and Arbitrator(Autocanons and drones) Caracal and Blackbird(Missiles and ecm) Thorax and vexor(blasters and drones) Rupture and Stabber(Arties and AC's)
As you might note, lasers are sadly missing. Omen is the laser boat around, however.. it's a tight fit and really won't work solo.

I'm probably going to go with the Thorax then. I'm wondering though, what exactly is the problem with the Amarr laser setup? I keep hearing people saying how nerfed it is but I'm not exactly sure what the actual problem is.

Maller doesnt get a damagebonus and has to rely on 5 turrets and no drones. Other cruisers dont.
High capusage and lasers are tanked more than other damagetypes, but i dont believe that anymore. Beams take way to much PG on the cruiser/frig sized lvl aswell.
They are very good tankers though, atleast the maller is the tanking king of cruisers (whatever everyone is gonna say). _________________________________________________ Breetime

The omen is a gank cruiser without gank, the maller is a tank cruiser that works with ACs, not lasers, they both lack DPS compared to their racial counterparts, and for some odd reason lack in the drone department. The arbi is a copy of a gallente ship, the augoror is just kinda there.
EANs are alive an kicking, despite the nay-saying, resulting in very high EM resists which also neuter what damage our cruiser do. Adding a small amount of CPU to EANs and taking a small amount off of hardeners didn't change a thing.
2 EANs + DC II= +12.5% to all shield resists, +50% to all armor resists, +60% to al hull resists... Tri-hardner= +55% to three resists..

Gallente probably have the best line-up of T1 cruisers. All 3 of their combat cruisers are very capable while the other races have one or two combat cruisers that are kinda meh or even outright suck. A brief overview:
Thorax: With T2 blasters/drones it can do an obscene amount with a gank fit. A more well rounded fit will still do lots of damage and tank too. A mainstay of pvp, don't use it in mission as you can use a MWD in deadspace and rails are just silly on a Thorax.
Vexor: Lots of gank potential here too, but it can also be fitted with NOS to sustain a decent tank. Best choice among Gallente cruisers for mission running as it doesn't need a MWD to get in range.
Celestis: Damps + Damage + Drones = Win. With good skills you can fit one out to totally fubar someone's lock-range, tackle, and do enough damage to kill other cruisers. They are also very valuable when fighting carriers as a single Celestis is capable of keeping one from locking beyond a few km.

Blackbird = cheap e-war ship, very annoying for your enemy in a gang.
Thorax = gankraaaaaaaaaax
Stabber = Vagabond-lite
Rupture = Solid all-rounder
Vexor = Drones drones drones tank
Caracal = cheap missile spammer, missiles hurt in pvp whatever else you've heard "I got soul but I'm not a soldier" |

I'll tell you the Rupture has a much more effective gank than the thorax. Rupture can outdamage and outrun a thorax or vexor, and nobody needs nos to "tank" cruisers in pvp and wins unless they're fighting somebody else who doesn't know how it works :-p If you need cap for a T1 cruiser pvp tank then you need a different tank <3
Other than that, vexor and thorax do pretty well, stabbers can get incredibly fast with some nav skills, making decent disposable heavy tacklers. Arbitrator is one of the better cruisers as well, and I might take it over a vexor tbh. Despite all the crap about how great the thorax or vexors do on paper, Gal doesn't have the best T1 cruisers, although it has more in the "top 10" than any other race I suppose.
Celestis and Blackbird are great for small gangs to dish out some ewar hurt however dont expect them to break any tanks on their own.
As a side note: I have Caldari, Minmatar, and Gal cruiser V, so I have a decent idea of whats up ;)

gallente -> nerfed in next patch caldari -> pre-nerfed for PVP Mini -> lots of training required but quite good Amaar -> lots of whinging hoping to reverse previous nerfs

I'm sorry my friend but i can't feel but disagree with you. EM damage is to shield what EXP is to armor. Since the EANM nerf omnitanks have become alot less..omnipresent (haha i made a joke) and EM damage is much more useful now.

Perhaps but I think most people will find that Gallente doesn't lose that much from drone nerfs in the cruiser catagory. The Thorax is still going to do it's thing and the Vexor will continue to be a jack-of-all-trades.

The problem with doing EM dmg is the cap use. Missiles take no cap and can do EM dmg. Projectiles dont use cap and can do EM dmg. Amarr uses boatloads of cap and does EM dmg. And has no way of changing it.
The simple fix would be to allow inverted crystals that reverse the EM and Thermal damage. Considering the cap use, it's not unreasonable. The challening fix would be to make the Amarr laserboats be competitve when pitted against their racial counterparts. With the exception of the Sacri, Geddon and Absolution, the remaining amarr ships need work, since there's no reason to fly them if you can fly another race's ships. I have Amarr cruiser 5 and Gallente cruiser 3 and I'd rather get in a rax than any of the amarr cruisers. That's bad.

Max skilled EANM II = +25% all armour resists
Second maz skilled EANM II = +25% * 0.87 (approximate stacking penalty) = +21.75 all armour resists
DC II = +15% all armour resists
1 * 0.75 * 0.7825 * 0.85 = 0.5 (approx)
Or +50% to all armour resists with +12.5% too all shield and 60% hull from the DC II

Oh, or the Abaddon, Damnation (90% armour tank and you miss it out!), Aeon, Archon, Maller, Punisher, Malediction, Guardian, Impel and Prorator. These are are all great ships. Just because you sometimes have to think outside the box a bit, or a different race's ship fills a role you prefer fighting in doesn't mean Amarr ships are rubbish. But if you want DPS at close range against armour, they're probably not going to excel for a solo player style. If you're in a group and filling a role, Amarr ships nearly all useful - especially as a lot of people moan about them all the time. I should know - I've crosstrained from a Gallente char via a bit of Caldari to Amarr because they're so good for my playing style, and not getting nerfbatted!

Gess what somebody told me Amarr Ships suck to, till i used them and not the Ship sucks the pilote does. 
Amarr Ships are fine. In a Omen you can Run Mission extremly fast. Maller even have the Tank to take on Level 3 Missions.
In solo PVP they are ok, but in Gangs they realy shine with her superior Range and good tracking. So no problem at all with Amarr Ships from my point of view.

Rupture is pretty much king of the hill, close call between it and the arbitrator/vexor. Thorax is good but vunrable because of its short range dps (also cant fit 1600mm plate without fitting mod) however ECM drones > *.
T1 cruisers are all about the 1600mm plates imho, never lost to an active tanked cruiser while flying a 1600mm plated one. Only ever lost to guys with 1600mm's and more gank...
All imho :) but I have spent a long time flying T1 cruisers of various races...
Edit: Pick the arbitrator, it is very good just watch out for good rupture pilots and ECM+GANK thorax's.

My favourite cruiser is the arbitrator. I fly exclusively amarrian ships and whilst they do arguably have less 'good' ships the ones that are good are, IMO, very good.
The arbi is excellent for missions.
Oh and lasers for missioning are great ( especially if running them from amarr space where the rats are generally vulnerable to EM/Therm ).
All races have decent cruisers with different benefits, the percieved problem with amarr I believe is primarally PvP where many of their ships are said to struggle.

Well when i started the game Amarr was the race to be. Geddons doing 1.1k dps, Apoc was the only bs with 8 gun and was the best mining boat, Zealot was one the better hacs, and since BCs and destoyers were not available, Amarr did have the most best in class ships in the game. Forums were flooded with boost minmatar and gallente ship, led by some legendary forum warriors that led to the current status of those ships now.
Guess u can call it circle of life in EVE.

Amarr -> Arbitrator Caldari -> Caracal Gallente -> Thorax and Vexor Minmatar -> Rupture and Stabber
I have flown the Arbi and Caracal a lot and love both ships. Always wanted to fly the Thorax, but I suck with guns. My alt was a lot of fun with the Stabber and Rupture.
As far as being Amarr goes, the Omen and Maller could use some lovin', but the Arbitrator is quite good. It's an EWar ship that can use its drones to defend itself.
It all goes to play styles. If you like guns, the Thorax, Rupture, and Stabber can't be beaten. Missiles? Caracal. Drones? Arbitrator and Vexor.
The main thing I loved about Minmatar was going from the Rupture/Stabber to the Hurricane. That is an awesome boat. --- Amarr/Caldari, and proud of it.

Both Caldari and Gallente have cheapish, effective ewar boats and good missioning boats (Drones with a DLA are lovely. Super efficient. But then, so are missiles on a Caracal). The Rax appears to be much more viable than the Moa as a PVP boat however.
