Ugh, this is pretty clearly an awful troll. For a True Sansha small tower you want to take advantage of the small size of the POS shield and the high degree of lag caused by the thousands of anchored cans - they're going to be unable to reload so they'll be using Amarr ships, and they'll be at very close range in order to make up for GoonFleet's legendarily horrible participation.

I don't have EVE-Meep with me to check CPU/Grid, but you should use the following fitting guidelines:

5-10x Sensor Dampening Battery (as many online as possible, faction preferred): these prevent goonies from being anything but right on top of the force field.
10x Small Blaster Battery: these do tremendous damage to battleships and t1 frigates alike, but you need to load with Iron in order to make up for their short optimal range.
1-2x Citadel Torpedo Battery: while the blasters do a good job of forcing their battleships to rep themselves constantly and waste capacitor, the powerful Citadel Torps are capable of tearing their ships apart all at once. A lucky volley will alpha a standard Apocalypse.

You should try to faction out as many of these mods as possible. They should be pretty cheap, for the most part.
