He was not PvP fit (well not solo anyway) and looked like he'd been ratting for a while. But who cares! Do you mean ECM? If you landed an ECM cycle on him he would not have been able to lock you. The rats might have been hitting you too.
Check your combat log after the fight - it will tell all.

Betting on stupid is a great way to play if you can afford it. You lose a lot more ships than if you assume intelligence but you get so many more interesting results.
